Establishes the crime of misappropriation of payroll funds when a person knows that funds are designated for use as employee payroll funds or as payment of payroll taxes, and intentionally prevents the funds from being used for their designated purpose.

Enacts the "Access to Public Services for Non-English Speakers Act"; requires state agencies to take reasonable steps to provide equal access to services through oral language services or translating documents for persons with limited English proficiency.
Requires a public engagement process to guide the investment of resources under the New York state climate leadership and community protection act to maximize the involvement of disadvantaged community members in the development of local clean energy and energy efficiency programs.
Requires distribution centers which are 50,000 sq. ft. or more to be equipped with electric vehicle charging stations as determined by the secretary of state and NYSERDA.
