Enacts the HIRE NY act to provide zero interest loans through the urban development corporation for hiring by micro-businesses with fewer than five employees.
Enacts the "food retail establishment subsidization for healthy communities act" (FRESH Communities); provides loans, loan guarantees, interest subsidies and grants to businesses, municipalities, not-for-profit corporations or local development corporations for the purpose of attracting, maintaining or permitting the expansion of food retail establishments in underserved areas.
Establishes the contract New York program to provide tax credits to corporations contracting with emerging microbusinesses; directs the department of economic development and the empire state development corporation to create and maintain a registry of emerging microbusinesses and to biannually implement best practices for engaging corporations to utilize such registry; establishes the contract New York tax credit for New York corporations with eligible contracts with emerging microbusinesses.

Requires covered operators to provide written notice of pending placement of persons with developmental disabilities to interested parties; specifies who may be considered an interested party; provides that a residential transition conference shall be held between the interested parties after notice has been given of the proposed placement to discuss the proposal.
