Repeals the rebates for stock transfer tax paid; dedicates funds of the stock transfer tax fund and stock transfer incentive fund to various funds; establishes the safe water and infrastructure action program.
Relates to an increase in punishment for certain actions against on-duty auxiliary police officers such as criminally negligent homicide, assault or menacing of such officer.
Establishes a New York state prison labor board to ensure that all labor programs comply with the requirements of the labor law and are for the purpose of promoting successful rehabilitation, reentry and reintegration into the community and not for the purpose of earnings or cost-savings which inure to the benefit the state or any private individual or corporation; prohibits the department of corrections and community supervision from unfairly attaching, garnishing or disbursing the funds of incarcerated individuals where such individuals have not requested disbursement; requires that all interest accumulated on incarcerated individuals' funds be credited to such individual's accounts; eliminates the preferred status of the department of corrections and community supervision regarding commodities and services furnished by the correctional industries program; repeals certain provisions of the state finance law relating to such preferred status.
Regulates the development and use of certain artificial intelligence systems to prevent algorithmic discrimination; requires independent audits of high risk AI systems; provides for enforcement by the attorney general.
Establishes a temporary commission to examine and review the degree and effect of segregation in primary and secondary schools and any correlation with school funding and the long-term impact of inadequate education on segregated students.
Provides that a state employee whose position is eliminated for certain reasons and who is subsequently transferred to a different agency be entitled to the same hourly salary, retain all accrued sick leave, retain, cash out or use all accrued vacation time, and be paid relocation expenses.

Relates to the use of MWBE investments for and aspirational goal of at least twenty percent of each New York state fund, to the greatest extent feasible within the bounds of financial and fiduciary prudence.
Ensures that construction and fabrication done off of a public work site for specific use only in a public work project be compensated at the prevailing wage rate.
Relates to establishing minimum standards for payment plans for eligible customers; requires the public service commission to set standards for payment plans for certain customers including reasonableness of agreements and timelines for payment; establishes eligibility.
Relates to enacting the "N.Y. state digital equity plan act"; requires the division of broadband access to develop a state digital equity plan to increase broadband access to underserved populations by January 1, 2027.
Directs the public service commission to establish quality of service standards, minimum performance levels, customer-specific credits, and reporting requirements that shall apply to each internet service provider.
Requires the department of environmental conservation to conduct a study on sea level rise in cities with a population of one million or more and to submit a report of its findings and recommendations, including any proposed rules and regulations, to the temporary president of the senate, the speaker of the assembly, the chairs of senate and assembly environmental conservation committees, the chair of the senate finance committee and the chair of the assembly ways and means committee no later than December 31, 2028.
