Establishes a clean and resilient energy program to encourage the development of clean and resilient behind the meter distributed energy resource projects.
Directs the department of state and the public service commission to study and report upon the prevalence of the disclosure by public utilities, cable television companies and cellular telephone service providers to credit reporting agencies of late payments and defaults in payment of fees and charges by consumers.
Provides a tax exemption from sales and compensating use taxes on alternative energy systems including alternative energy systems, new Energy Star appliances and tangible personal property used in or on habitable residential and non-residential structures to improve energy efficiency; defines relevant terms; authorizes municipalities to adopt the exemption.
Relates to requiring covered entities to publicly report on franchise fees, consumer complaints and denials of requests for service; defines covered entities; provides that the department of public service shall investigate allegations against covered entities upon the written request of 25 customers, the chief executive officer of the municipality or the county legislature of the county served.
Creates a small business renewable tax credit; provides the term "business related renewable energy usage" shall refer to renewable power usage used to further the economic activity of the taxpayer at the primary business location that is clearly delimited from any shared renewable energy power usage cost.
Establishes an exemption from taxation for energy-related public utility real property related to attaining state climate goals; provides that such exemption shall remain in effect until it is retired or removed from service.
Establishes the office of ethnic and community media; provides duties of the executive director; requires each state agency to seek to direct at least fifty percent of its total spending on advertising to ethnic and community media outlets.
Directs the New York state energy research and development authority to increase clean energy distribution infrastructure to allow the state to reach peak clean energy consumption and distribution goals.
Establishes an emergency heating energy assistance program benefit to provide emergency assistance to certain households where such household is threatened with shut-off or an energy emergency due to nonpayment.
Requires the chair of the public service commission create rules, regulations, policies, and procedures for the creation of a resilient electric vehicle charging system pilot program to provide power through an extended outage.
Enacts the "H2 energy scale up act"; authorizes the New York state energy research and development authority to administer a program to provide funds related to enabling clean hydrogen projects.
Relates to utility intervenor reimbursement to a participant for its reasonable costs of participation in any proceeding before the Public Service Commission (PSC).
Requires the office of renewable energy siting and electric transmission to establish a mapping, installation and efficiency plan for the purpose of building new electric transmission lines.
Encourages the participation of minority- and women-owned business enterprises in state contracts by avoiding unnecessary and unjustified bundling of contract requirements that preclude minority- and women-owned business participation.
