Establishes a medical cost-of-living adjustment and utility bill relief for senior citizens based on documented medical necessity; provides that any gas or electric corporation operating within the state shall, in coordination with the department and the office of temporary and disability assistance, establish a medical cost-of-living adjustment program for residential customers aged sixty-five years or older who incur documented medical expenses necessary to maintain or preserve life or basic bodily function.
Establishes a temporary practice authorization program for retired registered nurses and licensed practical nurses to practice in the facility they previously worked to provide supplemental staffing support.
Enacts the "billing transparency act"; provides that every utility corporation, energy services corporation and municipality shall provide an itemized breakdown of customers' bills each month; provides that electric utility corporations, energy services companies and municipalities shall maintain a dedicated and easily accessible customer website that explains customer charges.
Requires counties and/or cities to establish a plan for providing legal counsel to persons who are defendants or respondents in eviction, ejectment and foreclosure proceedings and who are financially unable to obtain counsel; defines eligible person as one whose gross individual income is not in excess of one hundred twenty-five percent of the federal income official poverty line; requires the state to match dollar for dollar the amount counties appropriate for their plans.
Directs the commissioner of health to establish at least 4 maternal-infant care centers in areas of need for infants suffering from drug withdrawal as a result of in utero exposure.
Criminalizes the harassment of a child when the perpetrator intentionally or knowingly harasses, annoys or alarms a child or a child's parent or guardian; establishes a private right of action for harassment of a child.
