Establishes requirements for capital, liquidity, and corporate governance including: audit, risk management, and board oversight, for nonbank mortgage servicers.
Requires all schools and educational institutions to develop and implement a school safety plan that would provide for immediate access to school facilities by first responders in an emergency.
Makes assault with intent to commit murder punishable by no less than ten years and not more than forty years and the person would not be afforded the benefit of suspension or deferment of sentence or probation.
Requires courts and bail commissioners to issue no contact orders against any person arrested for cruelty or neglect of a child, child abuse or child endangerment and to issue orders upon any finding of guilty. Violations of order would be a misdemeanor.

Provides that violations of § 11-37.1-10 relating to failing to register as a sex offender are subject to the duration and frequency of registrations pursuant to § 11-37.1-4.
Establishes a fund and the operations necessary for a hotline for suicide prevention and behavioral health crisis management. Also instates a monthly surcharge on telephone lines to fund the 988 call center.
Effective July 1, 2026, annually allocates twenty percent (20%) of available proceeds in the Rhode Island highway maintenance account to RIPTA for operating expenses.
