Declares a policy of equal treatment of people of all races, cultures, religions, incomes, education levels, disabilities, gender identity/expression and sexual preference in the development and enforcement of environmental laws, regulations and policies.
Creates the "protection of adults with mental disabilities act" to provide for fair and meaningful due process proceedings relating to a proposed change of placement, a proposed change in service or denial of services by the offices of the department of mental hygiene.

Directs DOCCS, in collaboration with OTDA, OMH and OASAS, to establish a 5-year reintegration pilot program for individuals being released from correctional facilities to provide supports and services to prepare for release, assist with reintegration into the community, and reduce recidivism.
