Requires employers to submit an affirmative acknowledgement of implementing a sexual harassment prevention policy which meets or exceeds the minimum standards upon the completion of the employer's annual training or the training of a newly hired employee.
Provides that cities having a population in excess of one million shall not supersede state provisions relating to the state law prohibition on individuals standing or parking a vehicle within twenty feet of a cross walk at an intersection.
Establishes a support team assisted response pilot program in any city with a population of one million or more for the purpose of providing emergency response services for mental health, substance use and other non-criminal public health emergencies.

Enacts the New York state food security purchase and processing act to establish a state-level program that purchases food grown or raised by New York farmers; requires processing within New York State; distributes such food to communities in need.
Requires the registration of data brokers; imposes regulations upon data brokers; establishes a data deletion mechanism for consumers; imposes penalties upon data brokers for violations of the law.
Enacts the "student safety, parent notification, and transparency act" in relation to parent notification, documentation, review, and reporting required when physical restraint or force is used on a student.
Establishes a 13 member veteran suicide mortality review board to serve as the statewide entity responsible for the multidisciplinary review of suicide deaths among veterans by identifying trends and systemic factors contributing to veteran suicide; assessing gaps in services, access to care, and institutional practices; developing evidence-based recommendations for prevention and policy improvement; and promoting collaboration among relevant state, local, and federal agencies.
