Establishes the office of energy and equity within the department of state to help ensure equitable access to all energy affordability initiatives available in the state by streamlining the administration of energy affordability and access programs, maximizing the support available to each eligible household, and enhancing the transparency, accountability, and effectiveness of energy affordability and access programs; establishes the energy affordability fund.
Establishes participation in assigned risk plans for voluntary foster care agencies (Part A); requires the office of children and family services to establish standards of payment for liability insurance costs beginning July 1, 2028 for the 2027-2028 rate year that ensures the maximum state aid rate accurately reflect the year over year increased costs for voluntary foster care agencies; directs such office to establish an application process (Part B); establishes the voluntary foster care agency insurance bridge fund; establishes a process for the distribution of moneys in such fund; sets eligibility requirements; requires certain supporting documentation (Part C).
Requires that companies contracting with the state do not contribute to tropical forest degradation or deforestation directly or through their supply chains.
Establishes the New York state preceptor stipend program to be administered by the office of the professions, under which qualified preceptor clinicians shall receive a $5,000 stipend; provides for such funds to be distributed from the office of the professions account.
Relates to dispensing certain controlled substances for use by a person with a substance use disorder during certain emergency medical treatment, or to relieve acute withdrawal symptoms.
Allows a licensed psychologist to apply to the department of education for conditional prescribing certification if the psychologist meets certain requirements; allows the department of education to waive certain requirements for an applying psychologist; provides that a conditional prescribing certification shall be valid for a period of two years.
Authorizes emergency medical technicians to administer certain vaccines pursuant to non-patient specific orders and under the authority of an emergency medical services director after receiving appropriate training; authorizes physicians and certified nurse practitioners to prescribe and order a non-patient specific order to an emergency medical technician to administer certain vaccines; provides for the repeal of such provisions upon the expiration thereof.
Provides representation to veterans that are at or below four hundred percent of the federal poverty guidelines for matters involving children, sustenance and real property proceedings.
Authorizes the use of cool roofs on new construction or substantially renovated state-owned buildings; relates to establishing the state green building construction act.
Establishes the right to inspection of homes by buyers; provides for a 10-day inspection period where the buyer has the right to have a home inspected and cancel the contract if the buyer is not satisfied with the inspection results; makes related provisions.
Establishes state and municipal composting programs; requires all state and municipal agencies to establish a composting program in buildings owned, occupied or operated by such agencies; allows such agencies to arrange for collection of compostable waste by a private carter, transport such waste itself or process such waste on-site; requires reports on the costs and effectiveness of such programs.
