Creates a legislative task force on outdoor environmental education and recreation that will benefit residents of New York state by fostering stewardship and conservation of the environment, and an appreciation of the importance of the wise use of natural resources as well as acknowledgment of the health benefits of time spent in nature.
Enacts the "beauty justice act"; provides for the regulation of ingredients in personal care products and cosmetics; prohibits the sale of personal care products and cosmetic products containing certain restricted products.
Establishes new targets for offshore wind electricity generation; includes the requirements that there is at least 15 gigawatts of offshore wind electricity generation by 2040, at least 18 gigawatts of offshore wind electricity generation by 2045 and at least 20 gigawatts of offshore wind electricity generation by 2050.
Requires a school bus attendant or school bus monitor on all school buses transporting students in kindergarten through sixth grade to or from school or to or from any school related activity.
Authorizes the monitor of the Rochester city school district to recommend the removal of any member of such board of education to the commissioner of education.
Establishes the nine member distributed generation for community solar siting commission to examine the reasons for delays in the siting of community solar projects, identify those causes and examine solutions to accelerate development; makes related provisions.
Removes the requirement that an employer has employed an average of one thousand or more persons in the past three years in order to pay less frequently than weekly, but not less frequently than semi-monthly; provides for damages for violations where the employer paid the employee wages on a regular payday, no less frequently than semi-monthly.
Provides for certain presumptions for reckless driving and the implementation of a reckless driving and vehicular violence awareness component of the pre-licensing course for driver's licenses.
Exempts aid derived from funding from childcare stabilization grants, childcare desert funding, or other non-recurring funding, issued by the office of children and family services to childcare providers from income for the purpose of determining aid provided pursuant to public assistance programs.
Authorizes an insurer to pay a claim for reimbursement made by a provider using a credit card, virtual credit card or electronic funds transfer payment method that imposes on the provider a free or similar charge to process the payment; defines "virtual credit card" as a single-use series of numbers linked to a fixed dollar amount and provided by an insurer to a provider for the purpose of paying a claim for health care services performed by the provider; makes related provisions.
