Implements escalating penalties for vehicles which have been documented multiple times by a photo violation monitoring device for failure to comply with traffic-control indications up to a suspension of a vehicle's registration.
Imposes certain restrictions on catalytic converters; requires all vehicle catalytic converters to be indelibly marked or engraved with a readily observable vehicle serial number; provides a reduction in premium charges for certain motor vehicle liability, comprehensive and collision insurance rates with respect to automobiles equipped with a catalytic converter which contains the vehicle identification number of the vehicle.
Requires the consumer protection division to promulgate a policy governing the use of automatic license plate reader systems by non-law enforcement agencies and non-government entities; requires such non-law enforcement agencies and non-government entities to conspicuously post such policy on their website or in their place of business.
Defines "default insurance" means insurance providing first-party indemnity to a named insured for losses, costs, and expenses sustained by the named insured arising from a third party's material failure, as determined by the named insured, to perform a binding agreement executed by the named insured and such third party, where the third party is not an insured or beneficiary and has no rights under the policy.
