Enacts the "home utility weatherization jobs act"; requires each gas corporation, electric corporation, or combination gas or electric corporation to submit to the public service commission for review and approval at least one and up to ten neighborhood scale weatherization and electrification-ready projects.
Enacts "Isabella's law" to require all health insurance policies and medical assistance to provide insurance coverage for the cost of medically necessary hearing aids for children under the age of 16.
Permits libraries occupying or possessing public land to develop, lease, or use such property for the purposes of constructing affordable, mixed-use housing; provides that such use aligns with libraries' educational purposes, represents a valid exercise of the trustees' power, and is in the best interests of the libraries.
Relates to the duty owed by certain agencies and entities to children in the legal custody of the agencies with respect to the placement of children; provides a statutory private right of action for compensatory damage; extends jurisdiction of the court of claims to certain claims for injuries to a child.
Enacts the "Empowering People in Rights Enforcement (EMPIRE) Worker Protection Act"; relates to the delegation of state enforcement authority to private actors; authorizes an affected employee, whistleblower, representative organization or an organizational deputy to initiate a public enforcement action on behalf of the commissioner for certain provisions of the labor law, or any regulation promulgated thereunder.
Commemorating April 8, 2026, as the One-Year Anniversary of the Jet Set nightclub tragedy in the Dominican Republic, and paying tribute to the many lives lost and injured in the incident
Requires school districts to provide instructional programming and services in reading and literacy which are evidence based and aligned with state standards; requires teachers in grades pre-K through five to attend professional development courses in reading education.
Relates to the basic health program; permits a person or an eligible small group to purchase coverage from a basic health plan on behalf of an individual and any qualified dependents through the basic health program buy-in as long as the individual and any qualified dependents otherwise meet certain eligibility requirements (Part A); relates to consumer protection from health care costs (Part B).
Establishes confirmatory adoptions providing for the adoption of children born as a result of assisted reproduction; allows for more than two persons to be named parents of a child; establishes presumed parentage and provides for the challenge and adjudication thereof; repeals certain provisions relating thereto.
Requires the consideration of complete street design for certain transportation projects which receive federal or state funding; authorizes the department to compile and make publicly available guidance and reference material related to consideration of complete street design.
