JOINT RESOLUTION AMENDING THE JOINT RESOLUTION CREATING A PERMANENT LEGISLATIVE COMMISSION ON CHILD CARE IN RHODE ISLAND (Amends the membership of the permanent legislative commission on child care with twenty-seven (27) members to ensure that the state has high quality and affordable childcare and early learning services network.)
Permits the construction of residential buildings that are up to four (4) stories and sixteen (16) dwelling units with a single staircase under certain conditions.
ROOM) ACT (Expands access to inherently affordable housing by re-legalizing co-living/single-room occupancy (SRO) and shared dwelling models of many types.
Restricts increases in monthly common expenses and limit special assessments to cover unforeseen costs not included in the condo association’s approved annual budget for common expenses where the minority of the units are deed-restricted units.
Recognizes the Seaconke Wampanoag tribe as a Native American Indian tribe for the limited purpose of assisting this tribe in establishing eligibility for federal benefits and privileges.
Amends the Rhode Island Fair Housing Practices Act to clarify housing-status enforcement, ban discriminatory housing notices, align state law with federal standards and remove a ban on public discussion of fair housing cases.
Requires Rhode Island Medicaid to cover services provided by licensed certified professional midwives and to collect utilization and cost data, while allowing limits consistent with Medicaid rules.
Provides that a defendant's third and subsequent violation of domestic violence offenses, including both prior felony and misdemeanor convictions, would be punishable as a felony.
Creates a state program and fund to finance adaptive reuse and mixed-use housing projects, requires affordable units and labor standards, and provides oversight to expand housing until 2035.
Establishes a restricted receipt account for the benefit of the Rhode Island public transit authority funded by sales taxes collected from ride-share companies; and provided further, the account would be exempt from indirect cost recovery provisions.
