Relates to requiring the commissioner of education to create a competition among SUNY and CUNY schools with prizes going to the schools that produce the most cost-efficient method of reducing CO2 emissions; the top three schools shall receive a cash prize which shall be used to improve environmental programs at the university.
Relates to requiring businesses to meet certain green requirements to be eligible for the START-UP NY program; businesses operating in newly constructed buildings shall be powered by at least thirty-five percent alternative energy; businesses operating in already existing buildings shall utilize at least forty-five percent less electricity than neighboring businesses of similar size and business type.
Prohibits the legislature from recessing after the start of the state fiscal year until it has passed a budget; allows recess during such period for public holidays.

Enacts the "dismantling student antisemitism act", or "DSA act"; requires mandatory sensitivity training that includes the topic of antisemitism; includes reporting requirements regarding antisemitism complaints and disciplinary processes.
Establishes a supplemental household and dependent care credit payment for taxpayers who are eligible for certain household and dependent care services necessary for gainful employment.
Requires the court to make an individualized determination whether a defendant poses a current physical threat to any person or to public safety when making a bail determination.
Prohibits the governor from preventing or inhibiting state agency cooperation with the federal government for the purposes of immigration enforcement; prohibits state agencies from preventing or inhibiting collaboration with federal agencies for the purposes of federal immigration enforcement.
Relates to the establishment of a waiver for child care learning pods; provides that unlicensed and unregulated child care learning pods may operate if there are otherwise no violations of laws or codes, rules, and regulations of New York and such child care learning pod is compliant with the local laws, codes, rules, and regulations of such local municipality in which they are located and operated; provides for civil penalty for violations.
Requires the governor and senior state officers to appear before the legislature as requested by the legislature to publicly explain actions and answer questions.
