Relates to establishing a voluntary waiver of the right to purchase firearms, rifles or shotguns; requires the division of state police to maintain statewide records of individuals who have waived the right to purchase firearms, rifles, or shotguns and any revocations of such waivers.
Prohibits the use of intoxication of the victim as a defense in sex crimes where the victim is under the influence of any drug, intoxicant, or other substance to a degree which rendered the victim temporarily incapable of appraising or controlling such person's conduct and such condition was known or reasonably should have been known to a person in the actor's situation.
Allows for limited three-day expansion of the statute of limitations where a proceeding to invalidate a designating or nominating petition has been commenced.
Makes it illegal for certain persons to possess or sell a pistol converter or a converted pistol; directs the superintendent of the state police to publish a list of pistols that the superintendent has determined to be convertible pistols.
Relates to the continuity of family planning services in the state; establishes a family planning program in the department of health to ensure the continuity of family planning services in the state; covers family planning providers who lost eligibility for federal funding under Title X of the Federal Public Health Service Act.
Eliminates provisions exempting employees with disabilities from the minimum wage law; provides that laws or minimum wage orders that authorize an employer to pay a wage that is less than the minimum wage are valid provided that under such laws or orders an employee with a disability is paid the same wage as an employee in a comparable position that does not have a disability.
Suspends the registration of a vehicle which has been documented five times within an eighteen month period by a photo violation monitoring device for failure of an operator thereof to comply with traffic-control indications for a period of ninety days.
Allows for justices to reside in any town, village or city contained in whole or in part within the same assembly district, county or adjoining county as the court such justice serves or in an assembly district contiguous to such municipality where the court is located, provided such assembly district is contained entirely within a single county; sets forth residence requirements where an assembly district encompasses two or more counties; authorizes towns and villages to require that any person who serves as a town or village justice be admitted to practice law in the state.
Prohibits the taking of zoo, petting zoo, carnival or circus animals; provides that violations shall be punishable by a fine of not less than five hundred dollars nor more than two thousand dollars.
Relates to the development of uniform standards for the coloring of wind turbine rotor blades, to avoid or minimize, to the maximum extent practicable, any bird collisions arising from the siting, design, construction and operation of a major renewable energy facility utilizing wind turbines.
Enacts the "crash victims bill of rights"; requires accident reports to be delivered to victims of accidents or their next of kin; requires victim impact statements to be delivered at traffic infraction hearings by injured parties or their next of kin; requires employers to grant leave of absence to employees delivering a victim impact statement at a traffic infraction hearing; directs the superintendent of financial services to conduct a study and complete a report on certain automobile crash information.
Provides that hospitals which offer medical residency training in obstetrics, gynecology, internal medicine, women's health and osteopathy shall provide training which follows the Accreditation Council on Graduate Medical Education or the American Osteopathic Association special requirements for obstetrics-gynecology; provides for experience with induced abortions and complications thereto except where residency program has a religious, moral or legal restriction which prohibits residents from performing abortions within the institution.
