Provides that the penalty for the abandonment of animals is a misdemeanor, punishable by imprisonment for not more than one year, or by a fine of not less than five hundred dollars nor more than one thousand dollars, or by both.
Prohibits the purchase of ammunition if such purchaser failed a background check, is prohibited by federal law or is subject to a temporary or extreme risk protection order issued pursuant to article sixty-three-A of the civil practice law and rules.
Requires food service establishments to permit the use of reusable beverage and food containers provided by customers when requesting a beverage refill or requesting leftovers from a partially consumed meal to be packaged and post signs to inform customers that they are permitted to do so.

Provides that mifepristone or misoprostol may be dispensed without the name and address of the dispenser and patient included on the prescription label.
Prohibits mobile sports wagering operators or platform providers from permitting, accepting, or facilitating the placement of a sports wager through a mobile application or platform from any individual on a college campus in the state; requires mobile sports betting platforms to implement geofencing restrictions on campuses and properties; limits exposure to gambling for college-aged students; reduces distractions in academic settings.
Relates to motor vehicle insurance fairness; provides that insurance rates shall not be increased based on certain factors; sets forth processes for motor vehicle insurers to have rate increases approved; allows public access in relation to any proposed insurance rate increases; allows members of the public to request permission to intervene in proceedings related to rate increases; directs rules and regulations to be established.
Clarifies that employment at any licensee under the cannabis law satisfies employment requirements for parole, probation or other state supervision unless the terms and conditions of said parole, probation, or state supervision explicitly prohibit such employment.
Relates to artist preferences in housing; provides that giving occupancy preference to individuals who are involved in artistic activities is not an unlawful discriminatory practice provided that such preference is implemented or authorized by an agency or the state of New York.
Permits the use of photo speed violation monitoring systems in New York city for the purposes of enforcement of license plate obstruction, concealment, and/or distortion; extends provisions permitting the use of speed cameras in certain school zones.
Extends DEC's authority to regulate management of crabs; authorizes the department of environmental conservation to take any actions necessary to ensure any quota limiting the taking of horseshoe crabs does not exceed certain thresholds.
Provides that the assignment, transfer, or modification of leases for exploration, development, and production of gas or oil in state forests, reforestation areas and wildlife management areas shall not allow expansion or extension of such provisions.
