Establishes the Rhode Island Regulations from the Executive In Need of Scrutiny Act which would require review and approval of rules with implementation and compliance costs of one million dollars ($1,000,000) or more over a two-year period.
JOINT RESOLUTION MAKING AN APPROPRIATION OF $75,000 FOR THE JEWISH COLLABORATIVE SERVICES (Appropriates the sum of $75,000 to Jewish Collaborative Services.)
Eliminates mandated housing densities/density bonuses for public drinking water supply watersheds/groundwater. Requires densities not exceed water availability, introduce pollution, stay within public water or sewer system capacity limits.
Requires agencies preparing economic impact statements for small businesses contain findings that the anticipated compliance costs of a proposed rule scale proportionally with the business size, and do not impose fixed costs that favor larger businesses.
Provides local agencies with a mechanism to opt-out of statewide transportation upon a showing of a cost-effective alternative to the current fee-for-service model.
Provides a totally and permanently disabled veteran with a one hundred percent (100%) exemption from local taxation on real or personal property including real property located in any fire or lighting district.
Requires health insurance commissioner to conduct a review of health insurance benefit mandates, including an analysis of the impact on premium costs, conducted every 5 yrs and report findings and recommendations to governor, senate president and speaker.
Changes the manner by which presidential electoral college electors are elected and create a system of grouping of municipalities of equal populations, one of each of Rhode Island's electoral votes.
JOINT RESOLUTION TO APPROVE, PUBLISH AND SUBMIT TO THE ELECTORS A PROPOSITION OF AMENDMENT TO THE CONSTITUTION OF THE STATE -- COMBINING THE OFFICES OF THE LIEUTENANT GOVERNOR AND SECRETARY OF STATE (Proposes an amendment to the State Constitution, Article IV, Section 1, that would combine the offices of lieutenant governor and secretary of state, commencing with the 2028 election.)
Repeals authorizing Rhode Island to join an interstate compact, which would allow Presidents and Vice Presidents to be elected by a national popular vote rather than the electoral college.
