Authorizes municipalities to make an emergency declaration under limited circumstances to allow for the construction and use of SAFE Units on a temporary basis which have specialized requirements and exemptions from the state fire and building codes.
Allows the state to require utilities to relocate facilities for certain highway projects and to pay the cost of the relocation to the utility as part of the cost of the federally aided highway project.
Ends transaction fees for school lunches in all districts. This act requires at least one no-fee payment method for school lunches and a full disclosure whether fees will be charged by a payment platform.
Raises the minimum threshold contract price before public works contractors are required to pay prevailing wages to their employees, from $1,000 to $100,000.
Limits rent increases to 4% annually, but allows an additional increase for taxes, insurance, or health and safety costs if the landlord gets an exemption from the secretary of housing, and provides tenants civil remedies for violations.
Regulates property insurers to limit underwriting and investment in fossil fuel projects, requires climate risk reporting and emissions disclosures, and aligns insurance practices with science-based climate targets.
Permits every municipality in the state to offer a homestead tax exemption of up to 20% of assessed value on residential properties, and also provides that municipalities that grant greater exemptions not be limited by this section.
Requires any person in the business of selling, assigning or buying an equitable interest in real estate without taking legal title to such property, to be licensed as a real estate broker or salesperson and to comply with the disclosure requirements.
Ensures any public school with available seats, after completion of the initial enrollment period for students, shall make all open seats available to other students residing within the same school district.
Provides modifications for payments of interest on student loans shall be subtracted from federal adjusted gross income to an amount equal to the payments of interest for the satisfaction of outstanding student loans.
