Implements automatic enrollment for the tax abatement program for rent-controlled and rent-regulated property occupied by senior citizens; provides for a check box for a taxpayer to opt-out of data sharing and automatic enrollment on their tax return.
Enacts the "Consumer and Small business Protection Act"; relates to standing for persons affected by prohibited or unlawful business practices; expands prohibited acts to include unfair, deceptive or abusive acts.
Requires local boards and the division of housing and community renewal to submit certain residential housing and zoning information to the department of state annually; requires such information to be published by the department of state on its website.
Lowers the voting age to 16 years; requires that students receive education in civics and be given the opportunity to register to vote in the classroom.
Relates to allowing for students in certain postsecondary education experience or transition programs to receive awards from the tuition assistance program.
Requires the New York state bridge authority, the Thousand Islands bridge authority, the Nassau county bridge authority, the Ogdensburg bridge authority, and the New York state thruway authority to develop a feasibility study to promote bicycle and pedestrian access on bridges and provide a report to the governor, temporary president of the senate, speaker of the assembly, and the public a copy of such plan.
Enacts the "New York open water data act"; directs certain agencies, under the leadership of conveners, to identify and integrate key water data sets; provides duties and an annual plan for data to be researched and reported.
Enacts the "PFAS discharge disclosure act"; requires certain SPDES permit holders to conduct PFAS monitoring and disclose the results from such monitoring.

Establishes the rural suicide prevention council to identify barriers to mental health and substance use treatment and prevention services and other policies, practices, resources, services, and potential legislation that aim to reduce death by suicide and suicide attempts and acknowledge the demographic and cultural differences in rural communities; makes related provisions.
Enacts the "low-carbon building construction act"; relates to requiring construction of any building, addition or renovation greater than 25,000 square feet meet certain standards intended to reduce the embodied carbon emissions associated with the construction.
