Criminalizes defrauding a person 65 years of age or older by stealing or accessing without proper permission money, property or benefits by means of a deceptive tactic or the purposeful feeding of misinformation, regardless of the monetary value of the money, property or benefits.
Requires consideration of evidence relating to the economic impact of major increases of rates or charges upon consumers and the areas affected by such increases of rates or charges prior to approval of any such rates or charges; establishes minimum data to be considered by the public service commission relating to such economic impact.
Establishes a program enabling counties to opt-in to allow county jails to operate jail-based competency restoration services for incarcerated individuals deemed unfit for trial due to mental incapacity.
Makes all costs and expenses of the department of public service and public service commission subject to appropriation by the legislature on the certification of the chair of the department and upon the audit and warrant of the comptroller.
Relates to the sale and possession of self-defense spray devices in the state; removes the requirement that only authorized dealers and pharmacists could sell such devices; permits shipping of such devices within the state; repeals certain provisions of law relating thereto.
