Adds a person having been previously convicted of petit larceny two times within any three month period or three times within any twelve month period to the definition of grand larceny in the fourth degree.

Amends the definition of "developmental disability" to include an inability to engage in any substantial gainful activity by reason of the disability.

Requires insurers to provide information on resources for insureds or enrollees recently diagnosed with Alzheimer's disease.

Requires institutions of higher education to implement a policy that documentation of an individualized education program (IEP) is sufficient proof that a student enrolled in or admitted to an institution of higher education has a disability.

Requires navigation systems which utilize GPS technology to provide the legal clearance of bridges or elevated structures along proposed routes.

Relates to requiring CPR and AED training by youth league coaches; requires youth league coaches to be trained in adult and child CPR and the use of an automated external defibrillator; provides current coaches have one year from the effective date of the law to receive such training; provides that a person who is unable to complete a training due to a physical disability may coach as long as a person who has completed a training is present at all times.

Creates a ten year live kidney donor follow-up study which includes a one thousand dollars per year stipend for participants; provides two thousand dollars for all kidney donors for health-related expenses.

Establishes a voluntary registry of individuals with autism, Alzheimer's or dementia who may be at risk of wandering away from home; creates a standardized form available that may be submitted to local law enforcement agencies by family members and caregivers of such individuals that would include identifying information and may include a photograph of the registrant.

Directs the use of a standardized immunization exemption form; requires the commissioner of health to develop a standardized medical immunization exemption request form for school use.

Establishes the statewide group home families working group; provides that duties include informing and advising the commissioner as to matters of importance for persons with developmental disabilities residing in group homes and their families and guardians, providing recommendations for statewide and regional priorities and goals for individuals residing in group homes and families and guardians of individuals residing in group homes, advising the commissioner on such other matters related to group homes as the statewide group home families working group deems relevant, holding regional public meetings to solicit and receive input from residents of group homes and family members and guardians of residents of group homes, and any matter relating to the performance of their duties with relation to individuals in group homes and on policies, Establishes the statewide group home families working group; provides that duties include informing and advising the commissioner as to matters of importance for persons with developmental disabilities residing in group homes and their families and guardians, providing recommendations for statewide and regional priorities and goals for individuals residing in group homes and families and guardians of individuals residing in group homes, advising the commissioner on such other matters related to group homes as the statewide group home families working group deems relevant, holding public meetings to solicit and receive input from residents of group homes and family members and guardians of residents of group homes, and any matter relating to the performance of their duties with relation to individuals in group homes and on policies, goals, budget and operation of group homes.

Requires cable companies to charge the same rate for the same service to different subscribers.

Relates to sentencing for the crime of aggravated cruelty to animals; removes the two year imprisonment cap.

Relates to allowing prescriptions for controlled substances that are normally restricted to a thirty-day supply to be issued for greater than a thirty-day supply during a state of emergency.

Strengthens provisions relating to complaint handling procedures by the public service commission; requires certain response times.

Provides that every insurance policy which provides coverage for prescription drugs shall insure that there is continuous coverage of a single source drug that is part of a prescribed therapy until such prescribed therapy is no longer medically necessary for the enrollee of such policy; defines "single source drug".
