Directs the New York thruway authority to develop and implement a toll discount program waiving additional costs for tolls related to travel on the New York state thruway for certain individuals who do not maintain an E-Z Pass account.
Relates to affordable housing for persons with a disability or having attained the age of sixty-two; establishes a developmentally disabled and elderly adult accessory apartment loan program.
Establishes a tax credit for companies that employ New York national guard and reserve members in an amount equal to fifteen hundred dollars for each national guard or reserve member employed by such employer and twenty-five hundred dollars for each national guard or reserve member employed by such employer who has completed or returned from a deployment or activation.
Provides for the sealing of unfounded, exonerated, and pending claims made against law enforcement officers; requires such claims to be redacted from disciplinary records.
Amends provisions relating to payment of wages to include compensation that is not payable solely at the employer's discretion; requires certain notices.
Provides for payments for home and community based long term care services; provides that funds appropriated to compensate for minimum wage requirements, shall not be subject to managed care risk adjustment on insurers.
Enacts the manufacturer disclosure and transparency act requiring prescription drug manufacturers to notify the attorney general of arrangements between pharmaceutical manufacturers resulting in the delay of the introduction of generic medications.
Deems home instruction which is compliant with the provisions of article 65 of the education law and the home instruction requirements prescribed in the commissioner of education's regulations to be substantially equivalent in amount and quality to the instruction given to students of like age and attainments at the public schools of the city or district where the student resides.
Requires pharmacies that are permanently discontinuing to notify customers of such discontinuance and provide information including locations of other nearby pharmacies.
Prohibits the sale of kratom to individuals under the age of twenty-one; imposes a civil penalty of not more than five hundred dollars for the sale or provision of kratom to any person under the age of twenty-one.
