Authorizing the Department of Environmental Protection, in consultation with the Department of General Services to lease certain submerged lands within Erie County and associated wind, water and solar resources for the assessment, development, construction and operation of utility scale offshore wind, solar or kinetic energy generation facilities; providing for collection of certain lease and royalty payments; establishing the Lake Erie Large-Scale Energy System Development Fund; and providing for distributions and transfers from the fund.
Directing the Joint State Government Commission to conduct a study regarding the feasibility and potential benefits of the development of offshore hydropower, solar and wind renewable energy generation systems on Lake Erie.
Providing that any lease or easement involving commercial wind or solar electric generation resources shall not be in force and effect until the board of county commissioners of the affected county approves the commercial wind or solar electric generation project.
Authorizes construction, installation, and operation of solar energy generating facilities, structures, and equipment on preserved farmland, in certain cases, pursuant to lease agreement executed between landowner and solar developer.
Providing for geothermal energy development; imposing duties on the Department of Environmental Protection; promulgating regulations; establishing the Geothermal Energy Development Fund; and imposing penalties.
