Makes voting in person the normal method for voting. Requires voters to show picture ID when voting or requesting a ballot. Refers the Act to the people at the next general election. Allows an elector to request a ballot that may be voted by mail if the elector is unable to vote in person on the date of the election. Retains vote by mail as the primary method for conducting elections for military and overseas electors and for electors who have a mailing address outside of Oregon. Requires electors to present valid government-issued identification when appearing in-person to vote or when requesting a ballot be sent by mail. Requires all ballots to be returned by the date of an election. Removes a requirement that the state pay postage for ballots returned by mail. Refers the Act to the people for their approval or rejection at the next general election.

Directs the Oregon Department of Administrative Services to submit a report on the results of the study to the interim committees of the Legislative Assembly related to health services, the Department of Corrections and the labor union representing staff employed in health services at the Department of Corrections. Establishes minimum staffing requirements that apply to the Department of Corrections for certain state employees at Department of Corrections institutions. Phases in minimum staffing ratios between certain state employees and the number of adults in custody to which the employees can be assigned at any time. Provides that violation of the minimum staffing requirements constitutes an unfair labor practice.

Requires the department to establish an advisory committee called the Oregon Tribal Early Learning Alliance to advise the department on the development and implementation of the plan and grant program. Directs the Early Learning Council, in consultation with the department, to adopt rules necessary for the administration of the plan and grant program. Establishes the Tribal Early Learning Fund in the State Treasury. Continuously appropriates moneys in the fund to the department for implementation of the plan and grant program.
