Urges Congress to change how veterans' health care is funded. (Flesch Readability Score: 69.7). Urges Congress to change the funding of veterans' health care from a discretionary entitlement to a permanent and direct entitlement.

The Act stops state agencies from doing things to reduce or stop greenhouse gases from entering the air in Oregon. (Flesch Readability Score 63.8). Prohibits the Governor and specified state agencies from taking measures to reduce greenhouse gas emissions in Oregon unless authorized by the Legislative Assembly by law enacted on or after the effective date of the Act. Takes effect on the 91st day following adjournment sine die.

Limits certain biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by the department. Limits biennial expenditures by the department for payment of operations, grants-in-aid, program costs and purchased services from certain fees, moneys or other revenues collected or received by the department. Declares an emergency, effective July 1, 2025.

Allows EFSC to approve a power plant demo project that uses one or more small modular reactors. (Flesch Readability Score: 60.1). Allows the Energy Facility Siting Council to issue a site certificate for a small modular reactor energy facility demonstration project in Umatilla County. Requires the demonstration project to use microgrid enabling technologies such that the project can be isolated from the electric grid and support community energy resilience. Requires the council to consult with each interested federally recognized Indian tribe with tribal lands located in Umatilla County on an application for a site certificate for a demonstration project. Directs the State Department of Energy, in cooperation with certain state agencies, to prepare a report on statutes, rules, requirements or orders that may be applicable to a small modular reactor energy facility demonstration project, and statutes and rules that may need to be adopted or modified to enable the Energy Facility Siting Council to provide oversight of a demonstration project. Directs the department to submit the report to the interim committees or committees of the Legislative Assembly related to energy not later than [one year after the Act takes effect] December 15, 2026. Establishes the Umatilla County SMR Demonstration Project Report Fund. Refers the Act to the people of Umatilla County for their approval or rejection at the next regular general election.

The Act tells OHA and DHS to make certain payments to support the health care workforce. (Flesch Readability Score: 79.5). [Digest: The Act requires a study of the health care workforce in Oregon. Requires the authority to report to the Legislative Assembly on the authority's progress in implementing the payments. Directs the authority to convene a task force to make recommendations about the Oregon Essential Workforce Health Care Program. Requires the task force to report to the Legislative Assembly. Sunsets the task force on December 31, 2026. Declares an emergency, effective on passage.

The Act changes a program for voluntarily moving beavers. The Act makes the voluntary program include moving beavers from one part of this state to a different part of this state. (Flesch Readability Score: 60.1). Directs the State Department of Fish and Wildlife to include the relocation of beavers from western Oregon to central and eastern Oregon in a program for voluntarily relocating beavers.

The Act makes changes to laws involving solar power systems. (Flesch Readability Score: 61.3). Prohibits the Public Utility Commission, municipal electric utilities, electric cooperatives and people's utility districts from setting a maximum amount of cumulative generating capacity for solar net metering systems that is allowed to be interconnected.

The Act gives money to DAS to grant to Oasis of Praise for real property. (Flesch Readability Score: 84.4). Appropriates moneys from the General Fund to the Oregon Department of Administrative Services for distribution to Oasis of Praise International Ministries to acquire, renovate and rehabilitate real property. Declares an emergency, effective July 1, 2025.

Requires the Oregon Business Development Department to study advanced manufacturing in Oregon. Directs the department to submit a report of the study to the Legislative Assembly no later than September 15, 2026. Sunsets on January 2, 2027.

Tells a franchisor not to make a franchisee buy goods or services from the franchisor or a source the franchisor favors. Lists some exceptions. Says that a franchisor may not get money, goods or a benefit from a person that does business with a franchisee unless the franchisor passes the money, goods or benefit to the franchisee right away. Lists an exception. (Flesch Readability Score: 64.9). Prohibits a franchisor from requiring a franchisee to purchase goods, supplies, inventories or services from the franchisor or a source the franchisor designates if goods, supplies, inventories or services of comparable quality are available elsewhere. Specifies exceptions. Prohibits a franchisor from receiving payment, goods, services or any other benefit from a person with which a franchisee does business unless the franchisor accounts for and transmits to the franchisee the payment, goods, service or benefit. Specifies exceptions.

The Act increases crime seriousness for the crime of attempting to elude a police officer. The Act states the OCJC must make sentence longer than the OCJC has it now. (Flesch Readability Score: 70.3). Increases sentencing guidelines for felony attempting to elude a police officer.

The Act tells OHA and CCOs to set minimum rates for reimbursing certain health care providers. (Flesch Readability Score: 63.6). Establishes minimum amounts of reimbursement for primary care, optometry, dental care and behavioral health services provided to recipients of medical assistance.

The Act makes a person who wants to change their name and who has done some crimes prove the need to change the name. The Act gets rid of laws letting a person change the name on a birth certificate for affirming gender identity without going to court. (Flesch Readability Score: 74.9). Requires an applicant for change of name who has been convicted of some crimes to prove necessity of name change by clear and convincing evidence. Removes provisions allowing a person to request an amendment of a record of live birth to change a name for the purpose of affirming gender identity without court approval.
