The Act makes a new tax subtraction for banks that loan for rural farms, houses or boats. (Flesch Readability Score: 72.3). Creates Oregon tax subtraction for interest received by financial institutions from loans made for purchase or improvement of agricultural real estate, rural residences and coastal fishing boats. Applies to tax years beginning on or after January 1, 2026, and before January 1, 2032. Directs LPRO to study how to improve the rate that students are at school and the State Board of Education to adopt a policy based on the study. (Flesch Readability Score: 60.5). The measure amends the Constitution. The measure lets voters register on the day of an election. The amendment goes to the people to approve or reject at the next election. The Act directs the CJC to study the OBHDP. The Act directs the CJC to provide the results of the study to the legislature by May 1, 2026. (Flesch Readability Score: 68.7). Directs the Oregon Criminal Justice Commission to study the Oregon Behavioral Health Deflection Program. Requires the commission to provide the results of the study to the appropriate interim committees of the Legislative Assembly no later than May 1, 2026.

Says that a merchant cannot charge a fee to use a credit card or debit card if the merchant does not accept cash. (Flesch Readability Score: 76.8). Prohibits a merchant from charging or collecting a fee for a person's use of a credit card or debit card in payment for goods or services if the merchant does not accept payment for the goods or services in cash.

The Act creates a program to provide money for higher learning students. The Act requires students to repay the program for receiving money. (Flesch Readability Score: 62.7). Establishes the Guaranteed Opportunity Program. Requires the Office of Student Access and Completion to administer the program. Requires the State Workforce and Talent Development Board to monitor the program every two years and make recommendations to the Legislative Assembly on whether modifications are necessary to enhance the state's workforce. Establishes that the program becomes operative on January 1, 2045. Establishes the Guaranteed Opportunity Program Implementation Fund. Requires the Higher Education Coordinating Commission, on the effective date of the Act, to begin the process of developing the policy and rules necessary to implement the Guaranteed Opportunity Program. Requires the commission to submit a report regarding the progress on the development of policy and rules to committees related to public finance and higher education during the 2026 and 2027 regular sessions of the Legislative Assembly. Establishes the Task Force on Implementing the Guaranteed Opportunity Program. Requires the task force to determine the amount of moneys the program will need to raise through bonding, determine which current grant and scholarship programs should be repealed on the operative date of the Guaranteed Opportunity Program and analyze the methods for preventing bad faith participation of participants in the program. Sunsets the task force on December 31, 2026. Takes effect on the 91st day following adjournment sine die.

The Act changes the law about PERS benefits for a person who takes release time. (Flesch Readability Score: 73.1). Modifies provisions relating to retirement benefits for a public employee who is a designated representative of an exclusive representative and takes release time.

This Act gives money to counties and OPB for the emergency alert system. (Flesch Readability Score: 63.4). Appropriates moneys from the General Fund to the Oregon Military Department for distribution to counties for the purpose of acquiring analog encoders for transmission of information to broadcasters in case of an emergency. Appropriates moneys from the General Fund to the department for distribution to Oregon Public Broadcasting for the purpose of upgrading, repairing or replacing elements of its signal distribution system. Declares an emergency, effective July 1, 2025.
