Allows a person to keep getting an OPP grant for joining any career group before starting school. (Flesch Readability Score: 65.1). Allows a person to continue to qualify for the Oregon Promise program if, after being awarded a grant, the person enters into service with any career and technical student organization approved by the Department of Education before attending community college. Applies to all persons who received grants for community college courses enrolled in during the 2024-2025 academic year or later. Declares an emergency, effective on passage.

The Act would set up a task force to plan for a state body to fund public safety. The Act will take effect only if the Oregon Constitution is amended to create the state body. This Act allows a landlord to evict upon a tenant's third breach. (Flesch Readability Score: 74.8). Allows a landlord to terminate residential tenancy upon third material violation or late payment upon 30 days' notice with no right to cure.

Allows ODE to pay for grants for farm education from the Fund for Student Success moneys. (Flesch Readability Score: 68.9). Authorizes the Department of Education to use moneys in the Statewide Education Initiatives Account to fund grants to manage programs of study in agricultural science and technology between school years.

Requires health benefit plans, health care service contractors, the Public Employees' Benefits Board and the Oregon Educators Benefits Board to spend a certain amount on primary care payments. Requires the Department of Consumer and Business Services to establish penalties for insurers not meeting the primary care payment targets. Directs the Oregon Health Authority to establish a primary care expansion program to eligible health care clinics for specified purposes. Creates within the authority a primary care provider incentive program to provide financial incentives to eligible primary care providers. Defines "primary care provider."
