Ends the OGEC. Tells certain heads of government to study how to do the work of the OGEC and report to the legislature. Dissolves the Oregon Government Ethics Commission as of July 2, 2027. Requires the Chief Justice of the Supreme Court, Governor, Secretary of State, State Treasurer, Commissioner of the Bureau of Labor and Industries and Attorney General to conduct studies and report to the Legislative Assembly on how each entity would supervise identified public officials and ensure that those public officials comply with all legal requirements currently overseen by the Oregon Government Ethics Commission. Requires the Oregon Government Ethics Commission to develop a plan and report to the Legislative Assembly on the most efficient manner of making each local government and local service district responsible for ensuring that public officials affiliated with the local government or local service district comply with all legal requirements currently overseen by the Oregon Government Ethics Commission.

Sunsets on January 2, 2032.

Makes new rules about fire safety systems in public buildings. Sets penalties. Takes effect on the 91st day after the session ends. (Flesch Readability Score: 68.6). Requires the owner of a public building to periodically conduct inspections and testing of fire dampers, smoke dampers, combination fire and smoke dampers and smoke control systems in the public building. Specifies qualifications for inspectors. Requires an inspector to issue a certificate of compliance if the public building complies with the applicable standards or to issue a deficiency report if the public building does not comply. Specifies a time period within which the public building owner must return the public building to compliance. Directs a building owner that receives public moneys for the purpose of replacing or repairing fire dampers, smoke dampers, combination fire and smoke dampers and smoke control systems to require a contractor to provide certain benefits to workers in connection with an installation or repair of equipment that fails an inspection or test or is otherwise deficient. Punishes violation of the Act with a civil penalty equivalent to five cents for each square foot of occupied space in the public building. Authorizes additional civil penalties for a continuing failure to comply. Takes effect on the 91st day following adjournment sine die.

The Act would allow drug testing for an initial claim for unemployment in certain cases. The Act would make the Employment Department pay for the tests, not the claimant. The Act would disqualify a claimant who fails a drug test until the claimant requalifies and passes another drug test. (Flesch Readability Score: 60.7). Authorizes the Employment Department to require drug testing for an initial claim for unemployment benefits if the claimant was fired by the claimant's most recent employer for unlawful drug use or suitable work is available for the claimant only in an occupation that regularly conducts drug testing. Disqualifies a claimant who fails a drug test from benefits until the claimant requalifies and passes another drug test.
