The Act changes grant programs run by the CJC. The Act also makes permanent some provisions of HB 3194 (2013). The Act goes into effect when the Governor signs it. (Flesch Readability Score: 64.1). Reorganizes most of the individual grant programs administered by the Oregon Criminal Justice Commission into the Oregon Public Safety Coordination Grant Program and the Oregon Law Enforcement Grant Program. Modifies the manner in which Oregon Behavioral Health Deflection Program funds are distributed. Eliminates the Improving People's Access to Community-based Treatment, Supports and Services Grant Review Committee. Directs the commission to administer the Improving People's Access to Community-based Treatment, Supports and Services Program. Modifies the eligible recipients of the Organized Retail Theft Grant Program. Modifies the membership of the commission. Repeals sentencing increases from House Bill 3194 (2013) set to become operative on July 1, 2033. Declares an emergency, effective on passage.

The Act tells an agency to create a pilot program for training certain water system operators. The Act tells an agency to create a program for giving grants to certain water providers. The Act extends a sunset on certain rules. The Act gives money for the pilot program. The Act gives money for the program and for treating western juniper. (Flesch Readability Score: 66.3). Directs the Oregon Drinking Water Services of the Oregon Health Authority to establish a pilot program for training drinking water system operators. Sunsets the program on January 2, 2028. Appropriates moneys to the Oregon Health Authority out of the General Fund for distribution to the Oregon Drinking Water Services for the pilot program. Appropriates moneys from the General Fund to the department for the matching funds grant program. Appropriates moneys from the General Fund to state agencies for purposes related to the treatment of western juniper. Declares an emergency, effective on passage.

The Act describes a parent's rights to the care, custody and control of the parent's minor child. (Flesch Readability Score: 70.1). Declares the state's public policy regarding the rights of a parent to the care, custody and control of the parent's child. Requires treatment providers to notify and disclose certain information to a minor's parent or guardian when providing services to a minor without parental consent.

The Act tells irrigation districts that if a user requests less water for a season, the user's district must comply with the request. The Act says that the district may send the extra water to other users. (Flesch Readability Score: 64.5). Provides that an irrigation district that receives a request from a user for delivery of a lower rate or duty of water during an irrigation season may not deliver to the user a higher rate or duty of water during the irrigation season than was requested. Creates an exception. Provides that the irrigation district may temporarily transfer the use of the water.

Limits how long a state of emergency may last. Allows for 30-day periods to be added to extend the state of emergency. (Flesch Readability Score: 62.7). Limits a declaration of a state of emergency to 30 days' duration, unless extended by the Legislative Assembly for an additional 30 days. Permits the Legislative Assembly to extend a state of emergency for an unlimited amount of times, but limits the duration of each extension to 30 days. Takes effect on the 91st day following adjournment sine die.

The Act says that at least one of the OLCC members has to have a marijuana license. (Flesch Readability Score: 79.5). Requires at least one of the commissioners of the Oregon Liquor and Cannabis Commission to hold a marijuana processor, marijuana producer, marijuana retailer or marijuana wholesaler license.

Directs ODE to study ways to teach students with dyslexia. (Flesch Readability Score: 61.3). Requires the Department of Education to conduct a study to identify effective methods for teaching students with dyslexia. Directs the department to submit findings to the interim committees of the Legislative Assembly related to education not later than September 15, 2026.

The Act tells DOJ to look at victims and make a report. (Flesch Readability Score: 95.9). Requires the Department of Justice to study victims and submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.

This Act tells the EQC to give rebates to people that replace gas lawn and garden tools with electric lawn and garden tools. (Flesch Readability Score: 73.1). Directs the Environmental Quality Commission to establish a program to provide rebate vouchers for the replacement of combustion lawn and garden equipment with zero-emission lawn and garden equipment. Establishes the Lawn and Garden Equipment Rebate Fund. Takes effect on the 91st day following adjournment sine die.

The Act tells the State Court Administrator to look at damages and make a report. (Flesch Readability Score: 67.5). Requires the State Court Administrator to study damages and submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.

The Act would limit the kind of port district that must be a party to a contract in the strategic investment program. (Flesch Readability Score: 65.2). Limits the kind of port districts that are required to be involved in strategic investment program agreements with respect to eligible projects that are located in the port district's territory. Takes effect on the 91st day following adjournment sine die.

The Act ends the rule that a sale made to a state where the seller is not taxed is a sale in Oregon for the apportionment of business income for tax purposes. (Flesch Readability Score: 60.6). Eliminates the general rule that a sale made to a state where a taxpayer is not taxable is considered a sale in Oregon for the apportionment of business income for corporate excise tax purposes. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

The Act tells OHA to study mental health. (Flesch Readability Score: 82.3). Requires the Oregon Health Authority to study behavioral health. Directs the authority to submit findings to the interim committees of the Legislative Assembly related to health not later than September 15, 2026. Sunsets on January 2, 2027.

The Act says that real estate agents may access the MLS and do not have to be a part of a group that represents real estate agents. (Flesch Readability Score: 77.8). Prohibits a person from denying a real estate licensee access to the multiple listing service because the licensee is not a member of a professional real estate association or organization. Punishes violation of the Act as an unlawful practice under the Unlawful Trade Practices Act.
