The Act makes the State Board of Pharmacy study prescription drugs. (Flesch Readability Score: 72.6). Requires the State Board of Pharmacy to study prescription drugs. Requires a health care practitioner to exercise the proper degree of care to preserve the health and life of a child born alive, regardless of whether the birth was the result of an induced abortion. Allows specified persons to bring an action against a health care practitioner for violations. Allows the court to order that the identity or personally identifiable information of specified persons is protected from disclosure.

Makes public data that are collected each quarter about students going to school. (Flesch Readability Score: 63.4). Requires the quarterly collection and compilation of data about students who are regular attenders or who are chronically absent.

The Act says an EMR and an EMT can draw up and give doses of a drug to stop an opioid overdose. (Flesch Readability Score: 80.7). Allows an emergency medical responder and an emergency medical technician to draw up and administer one or more doses of a short-acting opioid antagonist from a container that contains multiple doses of the short-acting opioid antagonist. Declares an emergency, effective on passage.

The Act adds extra fees to the registration fees and of some vehicles, like campers or motor homes, and an extra fee for RV trip permits. The money taken in from this fee would go into a new fund. This fund would help the Department of Transportation pay for towing and getting rid of abandoned RVs. The new extra fees will last 10 years. (Flesch Readability Score: 74.0). Imposes a surcharge on certain vehicle registration fees and recreational vehicle trip permits. Transfers proceeds of the surcharge to the Abandoned Recreational Vehicle Account. Authorizes the Department of Transportation to provide reimbursements for the costs of towing and disposing of abandoned recreational vehicles. Sunsets new surcharges after 10 years.

The Act tells OHA to create a position designed to promote health equity. (Flesch Readability Score: 63.4). Directs the Oregon Health Authority to establish a medical science liaison position to develop recommendations for advancing health equity and justice. Declares an emergency, effective July 1, 2025.

Directs the commission, in consultation with community colleges and public universities, to study reporting requirements affecting public institutions of higher education and the commission and to submit a report to the interim committees of the Legislative Assembly related to higher education no later than November 15, 2026. Extends the reporting deadline for a forestry workforce study to December 31, 2025. Declares an emergency, effective on passage.

The Resolution says that more than half of the Senate has to ok a pardon or commutation. (Flesch Readability Score: 65.1).
