The Act tells OHA to create a free pregnancy resources hotline that a person must call before having an abortion in this state. (Flesch Readability Score: 62.1). Directs the Oregon Health Authority to establish a toll-free pregnancy resources hotline to provide information and assistance to pregnant persons seeking abortions in this state. Defines "medical emergency" for purposes of determining when an abortion is medically necessary. Prohibits the performance of an abortion unless the pregnant person consulted with the pregnancy resources hotline at least 48 hours prior to the procedure. Creates an exception. Directs the authority to conduct annual records audits to ensure compliance with the provisions of the Act. Creates a penalty for noncompliance of $5,000 for each separate violation. The Act requires that a doctor provide the same standard of care to any child born alive that requires life-saving treatment. (Flesch Readability Score: 62.6). Requires a health care practitioner to exercise the proper degree of care to preserve the health and life of a child born alive, regardless of whether the birth was the result of an induced abortion. Allows specified persons to bring an action against a health care practitioner for violations. The Act, for the part of the state in the Pacific Time Zone, stops the one-hour change of time in the spring and fall of each year and keeps the zone at standard time year-round if CA and WA states do the same within 10 years. The Act, for the part of the state in the Pacific Time Zone, permits the one-hour change of time to remain at daylight saving time year-round if Congress authorizes it and if CA and WA states have daylight saving time year-round, within 10 years. The Act keeps the part of the state in the Mountain Time Zone unchanged. (Flesch Readability Score: 64.2). Maintains current time standards in Oregon unless certain conditions are met. For the part of the state located in the Pacific Time Zone, abolishes the annual one-hour change in time from standard time to daylight saving time and maintains the Pacific Time Zone portion of Oregon on standard time for all 12 months of the calendar year, if California and Washington make the same change within the next 10 years. Restores current time standards if California and Washington do not make the standard time change within 10 years. Alternatively, for the part of the state located in the Pacific Time Zone, abolishes the annual one-hour change in time and maintains the Pacific Time Zone portion of Oregon on daylight saving time for all 12 months of the calendar year, if Congress enacts a law authorizing states to elect year-round daylight saving time and if California and Washington establish daylight saving time as the standard of time year-round. Restores current time standards if Congress fails to authorize daylight saving time or if California and Washington do not make daylight saving time their year-round standard of time within 10 years. Provides that standards of time in the Mountain Time Zone portion of Oregon remain unchanged.

The Act creates a new exception to laws that allow the state to take back medical assistance paid to a person from the person's estate. (Flesch Readability Score: 63.0). Prohibits the recovery of medical assistance from an individual's estate under circumstances in which a child had been living in the individual's home and providing care to the individual. Directs the Oregon Health Authority and the Department of Human Services to seek any necessary federal approval. The Act tells ODEM to take certain actions to improve firefighting resources at certain airports. The Act also changes some laws to make it easier to move fuel. (Flesch Readability Score: 68.7).
