Persons can be penalized for breaking laws relating to race meets. The Act requires the ORC to adopt rules about the penalties. The Act increases the maximum amount of the penalties. Tells OHA to make a pilot program where a hospital may conduct certain STI tests when a person has other blood tests done at the ED, unless the person opts out of the test. Directs the authority to submit a report on the outcomes and findings from the pilot program to the committees or interim committees of the Legislative Assembly related to health care not later than September 15, 2029. Requires health insurance coverage of the tests conducted under the pilot program. Appropriates moneys from the General Fund to the Oregon Health Authority to cover costs incurred by counties in carrying out investigation and outreach related to the increase in HIV and syphilis screening. Takes effect on the 91st day following adjournment sine die.

The Act would require a study of industrial site readiness in this state with a report to be turned in next year. (Flesch Readability Score: 69.1). Requires the Oregon Business Development Department to study industrial site readiness in Oregon. Directs the department to submit a report of the study to the Legislative Assembly no later than September 15, 2026. Sunsets on January 2, 2027.

The Act renames a state forest and transfers the running of the forest to a different state agency. The Act makes the forest a research forest and sets forth the duties, powers and conditions for managing the forest. (Flesch Readability Score: 60.6). Renames the Elliott State Forest as the Elliott State Research Forest. Authorizes the State Land Board to manage, control and protect the forest as a world-class research forest. Restricts the ability of the board to sell land in the forest, but authorizes the board to expand or exchange land or timber to further the purposes of the forest as a research forest. Authorizes certificates of participation financing to finance capital projects or purchases related to the forest. Transfers the duties, functions, powers, rights and obligations related to the forest from the State Board of Forestry to the State Land Board.

The Act tells OHA to give money to some psychologists and some psychology students who take a type of class. (Flesch Readability Score: 63.8). Creates the psychology provider incentive program within the Oregon Health Authority to provide financial incentives to students enrolled in approved doctoral programs in psychology who complete courses that provide cultural competency training. Requires the program to provide loan repayment subsidies to certain licensed psychologists. Establishes the Psychology Provider Incentive Fund. Requires the Department of Public Safety Standards and Training to guarantee full-time employment to certain licensed psychologists. Requires public employers to award a hiring preference to certain licensed psychologists. Takes effect on the 91st day following adjournment sine die.

Tells the PUC to look at the economic impact of a proposed residential rate or schedule of rates. Allows the PUC to adjust rates to mitigate an increase. (Flesch Readability Score: 65.7). Directs the Public Utility Commission to consider the cumulative economic impact of an electric or natural gas company's proposed residential rate or schedule of rates. Requires an electric or natural gas company to file an analysis of the cumulative economic impact on the company's residential rate payers if the company's return on equity is subject to review and modification. Authorizes the commission to adjust rates to mitigate an increase in residential customer rates if the increase would affect the ability of customers to maintain adequate utility services. Prohibits any increase in residential rates from taking effect from November 1 to March 31. Directs the commission to require an electric or natural gas company to establish a multiyear rate plan for certain rate revisions. Prohibits, until January 2, 2027, or the date the commission adopts rules regarding multiyear rate plans, certain rate increases from taking effect within 18 months from the date of the last rate increase. Authorizes a public utility, upon approval by the commission, to issue bonds and securitize debt for costs and expenses incurred or to be incurred by the public utility associated with certain capital investments, retiring a generation asset, environmental remediation or an event in which the availability of electricity or natural gas within a regional energy market is significantly constrained. Requires an electric or natural gas company to provide and make public a visual representation of cost categories included in the company's residential customer rates and a report on any rate adjustments the company expects within the next 12 months. Declares an emergency, effective on passage.

Applies the conflict of interest laws to people who live in the same house as public officials. (Flesch Readability Score: 65.1). Applies conflict of interest provisions to members of the household of public officials.

The Act makes changes to what a court can order with regard to the parties' property rights while a case to end the marriage is pending. (Flesch Readability Score: 66.5). Modifies the court's authority regarding the parties' property rights while a proceeding to terminate a marriage is pending.

The measure would make the scope of the term "bills for raising revenue" in the Oregon Constitution more broad, for the purpose of 3/5 vote. (Flesch Readability Score: 63.3). Proposes an amendment to the Oregon Constitution to expand the scope of the term "bills for raising revenue" for a supermajority vote requirement. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.

The Act says that a person with a CHL is qualified to get a gun purchase permit. (Flesch Readability Score: 80.0). Provides that a person is automatically qualified to obtain a permit to purchase a firearm if the person holds a valid concealed handgun license.
