This Act blocks US adversaries from getting land, water or mineral rights. (Flesch Readability Score: 60.7). Requires the Attorney General to adopt and maintain a list of foreign adversaries who are ineligible to receive conveyances of certain land, mineral or water interests. Makes unauthorized conveyances void.

This Act gives money to DAS to give money to a city to build a wastewater treatment plant. (Flesch Readability Score: 71.0). Appropriates moneys to the Oregon Department of Administrative Services for the purpose of providing a grant to the City of Adair Village to construct a wastewater treatment facility. Allows a project to partake in the community solar program no matter the project's size or location. Bans the PUC from setting a limit on the program's size that is less than 25 percent of the load. Prohibits the Public Utility Commission from establishing a limit on the program capacity that is less than 25 percent of an electric company's retail electricity load in this state as of September 25, 2021. Prohibits the commission from establishing any limit on the program capacity for any increase after September 25, 2021, in an electric company's retail electricity load.

Requires the Secretary of State to protect from public disclosure a business entity's physical street address if the physical street address of the business entity's principal office, records office address or principal address is the same as the physical address of a commercial mail receiving agency and if the business entity requests the protection. Includes a commercial mail receiving agency within the definitions of principal office, records office address and principal address if the physical street address of a business entity's principal executive office is the same as the physical street address of a commercial mail receiving agency. Declares an emergency, effective on passage.

Creates a commission on AI to be a central resource on the use of AI in this state. Directs the DOJ to hire a Chief Artificial Intelligence Officer. (Flesch Readability Score: 68.7). Directs the [State Chief Information Officer] Attorney General to hire a Chief Artificial Intelligence Officer to assist the commission in carrying out the commission's duties. Allows the Department of Justice to charge a state or local agency or public body for the commission's services.

Amends the state Constitution. Requires a petitioner to provide a means by which added costs from an IM will be paid. Refers the amendment to the people at the next election. Amends the Oregon Constitution to require an initiative petition to be accompanied by a signed form providing for the means by which an increase in state or county expenditures of greater than $50,000 must be paid. Provides that an initiative petition may not be placed on the ballot unless the Secretary of State makes a finding of sufficiency of the means. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.

The Act changes sentencing for people who are domestic violence survivors. The Act takes effect on the 91st day after sine die. (Flesch Readability Score: 61.0). Requires the sentencing court to consider as mitigation evidence whether the defendant was subjected to domestic violence that was ongoing when the criminal behavior occurred and was a significant factor in the criminal behavior, and the criminal behavior was directed against the domestic violence perpetrator. Provides that such evidence constitutes substantial and compelling reasons justifying a downward departure sentence. Authorizes the court to impose a lesser sentence even if there is a mandatory minimum sentence or a sentence otherwise required by law. Takes effect on the 91st day following adjournment sine die.
