This Act allow allows denser housing to be considered a rural use. (Flesch Readability Score: 60.7). Requires that lands zoned to allow density of one or fewer dwellings per acre to be considered a rural use. Allows counties to rezone rural lands accordingly if the land is currently zoned for up to one dwelling per 2.5 acres.

The Act tells an agency to issue credits or adjust fees for fishing tags or permits when a fishing season is cut short or canceled. Requires an eligible entity that receives a grant to report to the authority. Allows the authority and the Office of Rural Health to enter into an intergovernmental agreement to enable the office to award loan forgiveness grants and loan repayment grants to certain behavioral health care providers. Directs the authority and the commission to review the scholarship and grant programs and not later than June 30 of each year submit a report to the interim committees of the Legislative Assembly related to the behavioral health workforce. Declares an emergency, effective July 1, 2025.

This Act says that the state will use carbon stored in land and water when calculating the state greenhouse gas emissions reduction goals. (Flesch Readability Score: 62.1). Declares that the policy of this state is to include atmospheric carbon sequestered by the lands and waters of this state in any calculation to determine progress toward the greenhouse gas emissions reduction goals.

The Act tells DOJ to look at victims and make a report. (Flesch Readability Score: 95.9). Requires the Department of Justice to study victims and submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.

The Act increases the penalty for making a false report of child abuse. (Flesch Readability Score: 63.4). Modifies the offense of making a false report of child abuse. Punishes a first [or] offense by a maximum of six months' imprisonment, $2,500 fine, or both. Punishes a second offense by a maximum of 364 days' imprisonment, $6,250 fine, or both. Punishes a third or subsequent offense by a maximum of five years' imprisonment, $125,000 fine, or both. Takes effect on the 91st day following adjournment sine die.

Creates framework for school districts to measure the outcomes of students and to improve the outcomes. (Flesch Readability Score: 63.6). Requires specified entities that receive moneys from the State School Fund to measure the outcomes of the students of the entity. Directs entities to develop performance growth targets and prescribes requirements that will be imposed by the Department of Education if targets are not met. Directs school districts and public charter schools to administer and review interim assessments in mathematics and language arts to measure student academic growth. Authorizes the department to direct school districts and public charter schools to adopt specified instructional materials or to participate in training or improvement activities if the district or school does not meet the goals established in the early literacy success plan. Removes the requirement that publishers submit a fee for each instructional material proposed by the publisher to the State Board of Education. Directs the department to study the reporting requirements imposed on school districts and to identify reporting requirements that can be decreased in frequency, eliminated or consolidated. Directs the department to contract with an entity to review the administrative rule requirements for a school district or an education service district to be considered standard. Directs the department to submit to the Legislative Assembly a report summarizing administrative and organizational changes. Declares an emergency, effective on passage.

Provides that the Director of Transportation may exercise the authority to suspend certain statutes when the Emergency Conflagration Act is invoked. Provides that the suspension may apply to geographic areas other than the area where an emergency or conflagration occurs. Authorizes the Oregon National Guard and the Oregon Civil Defense Force to transport aviation fuel under certain circumstances. Directs the department to issue grants for infrastructure projects at certain airports. Takes effect on the 91st day following adjournment sine die.

The Act would use some moneys raised by an existing tax to support state recreation areas on the Oregon coast. (Flesch Readability Score: 63.8). Establishes the Ocean Beach Fund. Directs that the moneys received from the state transient lodging tax in an amount equal to one percent of the tax collected at state recreation areas along the ocean shore be transferred to the fund. Directs the State Parks and Recreation Department to spend moneys from the fund for expenses of managing state recreation areas along the ocean shore. Takes effect on the 91st day following adjournment sine die.

Repeals the law that requires there to be a place for radioactive waste to be disposed of before a nuclear power plant may be sited in this state. Repeals the law that requires a proposed nuclear power plant first receive approval from the electors of this state. Refers the Act to the people for their approval or rejection. Repeals the requirement that there be a licensed repository for the disposal of high-level radioactive waste before a site certificate for a nuclear-fueled thermal power plant may be issued. Repeals the requirement that a proposed site certificate for a nuclear-fueled thermal power plant be submitted to the electors of this state for their approval or rejection. Refers the Act to the people for their approval or rejection at the next regular general election.
