This Act changes which lands may be called buildable. (Flesch Readability Score: 84.9). Removes certain lands from definitions of buildable lands for purposes of urbanization.

This Act updates the laws about how public employers should give priority to veterans when hiring for jobs. It limits the preference to those who apply within ten years of leaving the U.S. Armed Forces. (Flesch Readability Score: 63.3). Modifies law regarding the requirement that a public employer grant preference to a veteran or disabled veteran in the selection process for a civil service position. Limits eligibility for preference to a veteran who applies for a position within 10 years of discharge or release from service in the Armed Forces of the United States. Requires evidence of eligibility and disability to be provided at the time of application. Sets forth processes for granting one or more preferences. Allows a public employer to exercise discretion to not appoint a qualified veteran or disabled veteran to a civil service position based solely on the veteran's or disabled veteran's merits or qualification in the final stage of the selection process. Requires a public employer to provide written reasons for not appointing a veteran or disabled veteran to a position under certain circumstances. Requires an aggrieved veteran or disabled veteran to exhaust nonjudicial remedies with the Bureau of Labor and Industries before filing a civil action for an unlawful employment practice.

The Act creates an agency budget. (Flesch Readability Score: 73.8). Appropriates moneys from the General Fund to the Columbia River Gorge Commission for biennial expenses. Declares an emergency, effective July 1, 2025.

The Act would repeal the estate tax. (Flesch Readability Score: 90.9). Provides that the Oregon estate tax is imposed only on the estates of decedents dying on or before January 1, 2025. Takes effect on the 91st day following adjournment sine die.

The Act would grant a specially assessed property tax value for the homes of people who are at least 70 years old. The Act would sunset after six years, but a home in the program that remained eligible would be able to stay in it past the sunset. (Flesch Readability Score: 67.9). Provides, for purposes of ad valorem property taxation, a specially assessed value for the homestead of individuals who are at least 70 years old. Sunsets the program after six years. Maintains the specially assessed value for homesteads granted the specially assessed value before the sunset date as long as the homesteads continue to qualify for it. Takes effect on the 91st day following adjournment sine die.

The Act modifies the earned income tax credit and extends the sunset for the credit. (Flesch Readability Score: 67.5). Increases the percentage of federal earned income credit allowable as a credit against Oregon personal income tax. Provides an additional percentage tier based upon the age of the youngest dependent of the taxpayer. Applies to tax years beginning on or after January 1, 2026, and before January 1, 2032. Extends the sunset for the earned income tax credit. Takes effect on the 91st day following adjournment sine die.

This Act makes LCDC update land use goals on public process and makes DLCD suggest changes to how goals are updated. (Flesch Readability Score: 64.6). Requires the Land Conservation and Development Commission to update the statewide land use planning goal relating to "citizen involvement" by rule by [June 30, 2027] June 30, 2029. Requires the advisory committee appointed by the Department of Land Conservation and Development to provide the commission with draft recommendations by June 30, 2027. Requires the Department of Land Conservation and Development to make recommendations by December 31, 2026, relating to the goal amendment process to the interim committees of the Legislative Assembly [relating] related to land use. Establishes the Public Involvement Goal Update Fund. Appropriates moneys to the department for deposit into the fund. Sunsets January 2, 2030. Declares an emergency, effective on passage.

The Act limits gun possession for people who are under 21 years of age. (Flesch Readability Score: 71.7). Prohibits a person under 21 years of age from possessing firearms with specified exceptions. Punishes by a maximum of 364 days' imprisonment, a fine of up to $6,250, or both. Prohibits a person from transferring certain firearms to a recipient the person knows, or reasonably should know, is under 21 years of age. Punishes by a maximum of 364 days' imprisonment, a fine of up to $6,250, or both. Specifies exceptions.

The Act makes changes to the financial requirements for CCOs. (Flesch Readability Score: 61.3). Modifies the minimum financial requirements for coordinated care organizations.

The Act directs the OJD to study options to make family law court cases simpler in this state. (Flesch Readability Score: 70.1). Requires the Judicial Department to study options for simplifying family law proceedings in this state. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.

The Act funds the AgriStress Helpline. (Flesch Readability Score: 73.8). Appropriates moneys from the General Fund to support the operation of the AgriStress Helpline in Oregon. Declares an emergency, effective July 1, 2025.

The Act says that the PERB has to send disability cases about police and firefighters to be heard within a certain time. The Act changes how PERS looks at the disability of police and firefighters. The Act says that a disabled member of PERS can earn some money and not lose benefits. (Flesch Readability Score: 60.7). [Digest: The Act says that a police or fire worker's PTSD is an on duty disease or injury for PERS disability with some facts. The Act says that the PERB has to hear a challenge about disability benefits in a short time. (Flesch Readability Score: 62.2).] [Provides that post-traumatic stress disorder suffered by a police officer or firefighter is an injury or disease sustained in the actual performance of duties for purposes of benefits under the Public Employees Retirement System in certain circumstances.] Requires the Public Employees Retirement Board to [hold] refer a contested case for a hearing requested by a police officer or firefighter who is denied disability benefits within a certain period of time. Provides that a member of the Public Employees Retirement System who is a police officer or firefighter is disabled if the member is mentally or physically incapacitated and unable to perform the work the member performed at the time the member became disabled, instead of unable to perform any work. Allows a disabled member of the system to receive certain earned income without losing disability benefits. Declares an emergency, effective on passage.

The Act states that a county may designate a part of a county road as a safety corridor when that part of the road has a lot of bad car crashes. (Flesch Readability Score: 76.8). Makes permanent the county safety corridor program.

The Act changes the process for adopting global budgets for CCOs. (Flesch Readability Score: 64.9). [Establishes a process for determining global budgets for coordinated care organizations that is similar to the rate review process for insurers.] Specifies the process the Oregon Health Authority must follow in determining a global budget for a coordinated care organization. Takes effect on the 91st day following adjournment sine die.

The Act prohibits DOC, OYA or OHA from paying for certain health care for people in custody. (Flesch Readability Score: 60.1). Prohibits the Department of Corrections, Oregon Youth Authority or Oregon Health Authority from paying for or providing, directly or indirectly, gender-affirming care to individuals in the custody of a correctional facility in this state.
