Requires the bureau to establish a program to administer and coordinate low-cost or no-cost mediation services for the resolution of disputes concerning reasonable accommodation. Prohibits employers from denying an employee the right to have union representation in discussions concerning reasonable accommodation. Extends prohibition against discrimination in government services, programs and activities, to local governments. Prohibits employers from using minimum physical requirements to screen out persons with disabilities. Requires state contracting agencies and state agencies to include outreach, retention and recruitment of persons with disabilities in carrying out the agencies' affirmative action policies.
