The Act removes the annual cap on matching funds for IDA holders and creates a cap on total matching funds. (Flesch Readability Score: 71.2). The Act tells DHS to create a pilot program to find solutions to better serve people with IDDs. (Flesch Readability Score: 75.7). Directs the Department of Human Services to implement a pilot stabilization program to reduce disruptions in placement and identify long-term solutions to better serve individuals with intellectual or developmental disabilities, including individuals who experience co-occurring diagnoses. Makes rules for local governments about things used for water projects. (Flesch Readability Score: 64.9). Prohibits a local government, local contracting agency or local contract review board from enacting, adopting or enforcing an ordinance, resolution, rule or other law that prohibits, restricts or limits the evaluation, comparison or use of pipe or piping materials for a water project if the pipe or piping materials meet current standards or performance specifications of specified organizations and if moneys appropriated from the State Treasury directly or indirectly provided funding for the water project. Becomes operative on January 1, 2026. Takes effect on the 91st day following adjournment sine die.

The Act makes a state agency make a report to the legislature on surveys done by the agency. (Flesch Readability Score: 61.6). Directs a state agency to report to the Legislative Assembly when the agency conducts an external survey.

The Act would require the ERB to set up a system where people can register as union representatives. The Act does not allow anyone to act as a union representative unless they are registered in the system. The Act sets fines for breaking the law. (Flesch Readability Score: 61.8). Requires the Employment Relations Board to establish and maintain a registry system for persons to register as union representatives. Prohibits a person from acting as a union representative unless the person is registered and enrolled in the registry system. Establishes a civil penalty for each violation.

Directs the Water Resources Department to study groundwater permit requirements for small agricultural parcels. Directs the department to submit a report to the interim committees of the Legislative Assembly related to natural resources not later than September 15, 2026.

The Act lets a person keep his or her identity secret when making certain reports to the ORC. (Flesch Readability Score: 66.3). Provides that if a person reports a violation or potential violation of animal racing laws to the Oregon Racing Commission, the person's identity is confidential and not subject to disclosure as a public record. Provides that the reporting person may waive such confidentiality.

Requires a school district board to pay teachers of certain subjects at least half of the school district budget. (Flesch Readability Score: 71.7). Requires school district boards to ensure that a specified percentage of expenditures of the school district are paid as compensation to teachers of core academic subjects or manual skills. Declares an emergency, effective July 1, 2025.

The Act adds new protections for RCF residents. (Flesch Readability Score: 71.8). Requires a residential care facility to provide a resident with an itemized monthly bill and reimburse a resident for any services for which the resident paid that the facility did not provide.

Lets a person sue if someone makes, stores or shows a visual image or recording of the person while the person is in private space in a hotel or like place. (Flesch Readability Score: 60.7). [Digest: Tells a person that offers, in return for money, a space for others to stay for a short time, and any other person that assists the person to offer the space, that they may not make, store, show or give to another person an audio or video record of a person that stays in the space. Punishes violation of the Act as an unlawful practice under the Unlawful Trade Practices Act.] Provides a cause of action for invasion of personal privacy against a transient lodging provider's or transient lodging intermediary's capturing, making, storing, transferring, transmitting or broadcasting, or intentionally permitting another person to make, store, transfer, transmit or broadcast, a visual image or recording or audio of a plaintiff while the plaintiff occupies a private space within transient lodging that is under the transient lodging provider's or transient lodging intermediary's ownership or control. Takes effect on the 91st day following adjournment sine die.

The Act makes changes to laws about the I-5 bridge project and tolling. (Flesch Readability Score: 83.0). Modifies, adds and repeals laws related to the Interstate 5 bridge replacement project.
