The Act changes laws about vehicles people use to move goods and other people from place to place. (Flesch Readability Score: 71.0). Modifies laws that regulate the operation of commercial vehicles.

This Act makes new goals and laws for buying zero-emission school buses. (Flesch Readability Score: 67.7). Establishes the state policy on the purchase of new zero-emission school buses. Directs the Department of Environmental Quality to adopt rules to require the purchase of new zero-emission school buses in certain areas. Requires the purchase of new zero-emission school buses if the price is equal to a comparable school bus that is not zero-emission. Directs the department to provide technical and financial assistance to school bus fleet owners. Establishes the Zero-Emission School Bus Assistance Fund. Takes effect on the 91st day following adjournment sine die.

Declares a state policy on human rights. (Flesch Readability Score: 66.7). Declares that it is the policy of the State of Oregon to protect refugee and immigrant rights.

Tells some health insurers and Medicaid plans to cover more drugs and treatment for HIV. (Flesch Readability Score: 73.1). Requires health benefit plans and medical assistance managed plans to provide coverage with no cost-sharing for additional treatment for human immunodeficiency virus and prohibits requiring prior authorization.

Allows the HECC to seek a court order to require career schools to comply with certain laws. (Flesch Readability Score: 75.1). Permits the Higher Education Coordinating Commission to seek an injunction against a person or career school that is engaged, has engaged or is about to engage in any activity in violation of career school licensure requirements and standards. Specifies what an injunction may require.

The Act says that the state must give Hall Blvd. to the City of Tigard to look after and a part of the Hood River Highway to the City of Hood River to look after. (Flesch Readability Score: 67.3). Transfers jurisdiction of Hall Boulevard to the City of Tigard and a portion of the Hood River Highway to the City of Hood River.

The Act tells DHS to create an adoption awareness program. (Flesch Readability Score: 61.3). Directs the Department of Human Services to establish the Adoption Awareness Program to be administered by a nonprofit organization or agency.

Requires each school district to have students take tests and improve test scores for the school district to receive certain state moneys. (Flesch Readability Score: 69.1). Requires school districts to comply with statewide summative assessment participation requirements and to demonstrate improved student achievement on statewide summative assessments to be eligible for state funding related to the High School Graduation and College and Career Readiness Act. Eliminates the directive to the Department of Education to apply for a waiver of state assessment requirements under federal law.

The Act directs the DOJ to study how to update the child support process in this state. (Flesch Readability Score: 80.0). Requires the Department of Justice to study how to modernize the child support process in this state. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.

The Act creates an agency budget. (Flesch Readability Score: 73.8). [Appropriates moneys from the General Fund to the Department of State Lands for biennial expenses.] Limits biennial expenditures from certain fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by the [department] Department of State Lands for certain purposes. The measure changes a Senate rule to okay staff parking costs being paid from services and supplies accounts. (Flesch Readability Score: 66.3). Modifies Senate Rules to permit parking permits supplied to staff and staff reimbursement for costs incurred by staff in parking at or near the State Capitol building to be paid for out of the members' services and supplies accounts.

Allows the HECC to set fees by rule to pay the cost of reviewing a school's application for approval. (Flesch Readability Score: 67.3). Removes the statutory amounts that the Higher Education Coordinating Commission may charge for determining whether a school may confer or offer to confer a degree upon a person or provide academic credit applicable to a degree. Authorizes the commission to adopt rules imposing fees necessary to recover designated costs in reviewing a school's application for commission approval.

Directs the Higher Education Coordinating Commission to distribute moneys to the Center for Public Service at Portland State University to conduct, in consultation with Oregon State University, a study examining the labor standards and working experiences of farmworkers in this state. Requires the center to integrate the study findings with the study conducted by the Legislative Policy and Research Director. Directs the commission to submit reports on the findings of the study to the interim committees of the Legislative Assembly related to agriculture, business and labor and natural resources by certain dates. Directs the Legislative Policy and Research Director to conduct a study relating to the labor standards in the agricultural industry and the rights and protections afforded to farmworkers in this state. Requires the director to submit a report to the interim committees of the Legislative Assembly related to agriculture, business and labor and natural resources no later than September 15, 2026. Declares an emergency, effective on passage.

Directs ODE to contract with a third party to conduct a study of options to promote the good use of classroom time. (Flesch Readability Score: 69.1). Requires the Department of Education to contract with a third party to conduct a study to determine how to promote the effective use of instructional time for the purposes of achieving positive learning outcomes and promoting a positive classroom learning environment. Directs the department to submit findings to the interim committees of the Legislative Assembly related to education not later than September 15, 2026. Sunsets on January 2, 2027. Takes effect on the 91st day following adjournment sine die.
