Lets state agencies that buy goods or services prefer doing so from businesses owned by their employees. (Flesch Readability Score: 60.1). Adds entities in which employees of the entity own at least 50 percent of the ownership interest in the entity directly or through an employee stock ownership plan to the list of sources to which a contracting agency may give preference in procuring goods or services for public contracts. The Act requires the creation of a lumber grading training program. The Act requires DCBS to create a process for certain people to obtain lumber from those who have gone through the program. (Flesch Readability Score: 69.5). Requires the Director of the Oregon State University Extension Service to establish a lumber grading training pilot program. Establishes the requirements of the pilot program. Requires the Department of Consumer and Business Services to establish a process by which specified individuals may obtain lumber from an individual who is certified as having completed the lumber grading training pilot program. Sunsets the pilot program on January 2, 2033.

The Act sets up a public corporation to work on new ways to build emergency readiness in this state. (Flesch Readability Score: 62.8). Establishes the Oregon Partnership for Resilience as a public corporation, the mission of which is to enhance the emergency preparedness of the state through innovation. Establishes the governance structure and sets forth powers and duties of the partnership. Requires annual reporting to the Legislative Assembly and the Governor of partnership activities and plans.

The Act says that a person may not deliver the ballot of another person. The Act has exceptions. The Act imposes specified fines for a violation. (Flesch Readability Score: 61.3). Prohibits an individual from collecting and returning a ballot of another individual, subject to specified exceptions. Imposes a fine of $2,500 per ballot for a person other than an individual that illegally collects and returns the ballot of an individual and a fine of $500 per ballot for an individual who illegally collects and returns the ballot of a different individual.

The Act would make changes to laws with respect to school district collective bargaining. (Flesch Readability Score: 65.7). Expands the requirement to discuss class size and caseload as mandatory subjects of bargaining for purposes of school district collective bargaining. Requires the Department of Human Services to study options for establishing a grant program for victims of child sex abuse. Directs the department to submit findings to the interim committees of the Legislative Assembly related to human services not later than September 15, 2026. Sunsets on January 2, 2027.

Provides that the authority shall support the expansion of electric transmission capacity in this state by financing, developing, constructing, upgrading, owning and operating electric transmission infrastructure. Authorizes the authority to finance transmission projects by issuing revenue bonds and collecting payments from the users of the authority's transmission facilities. Establishes the Tribal Advisory Council on Electric Transmission. Directs the authority to submit an annual report to the interim committees or committees of the Legislative Assembly related to energy on the authority's activities and operations for the preceding year. Limits the authority's annual operating budget to no more than $2 million. Provides for the collection of a nonbypassable charge from large industrial electricity customers to fund the authority's operating budget. Sunsets January 2, 2032. Requires the State Department of Energy to conduct a review of the authority and submit a report to the committees or interim committees of the Legislative Assembly related to energy for the Legislative Assembly's consideration to extend the sunset date. Takes effect on the 91st day following adjournment sine die.

Requires that rules adopted by the Department of Consumer and Business Services with respect to the registration of farmworker camps be consistent with federal regulations governing farmworker housing health and safety standards.
