Establishes a temporary blue ribbon commission to study bail and the bail industry; requires an interim report be issued one year after the effective date of this act including the commission's findings, conclusions and recommendations, and a final report of the same shall be issued two years after the effective date of this act including legislative proposals as it deems necessary to implement such recommendations.
Directs the commissioner of the division of criminal justice services to study gender disparity in sentencing outcomes and make a report to the governor and the legislature of their findings, conclusions and recommendations.

An Act to Implement the Recommendations of the Emergency Medical Services' Board and the Blue Ribbon Commission to Study Emergency Medical Services in the State
Requires the commissioner of health to produce a report on the utilization and activity of the statewide fiscal intermediary with regard to metrics for certain medical assistance programs for needy persons; requires such report to be published no later than sixty days after effectiveness.
Provides that beginning January 1, 2027, any order issued to set the rate of gas and electricity, not including surcharges or tariffs, shall be in effect for three years.
Establishes the incentive evaluation act; creates the incentive evaluation commission to at least once every four years evaluate each incentive provided by the state and report to the governor and the legislature on their effectiveness and provide recommendations relating thereto.
Directing the Joint State Government Commission to conduct a study on the public water and wastewater system acquisitions since Act 12 of 2016 was enacted, including the rate increases for the water and wastewater systems before and after the acquisitions, and issue a report of its findings and recommendations to the Senate.
