Authorizes renewable owners to enter into enhanced community benefit agreements with the governing bodies of host municipalities under which direct bill credits are offered to residential customers.
Prohibits the disclosure of individualized fare payment data by the metropolitan commuter transportation authority and the New York city transit authority for the purpose of maintaining customer privacy; provides certain exceptions when such data can be disclosed.
Provides that the New York city municipal water finance authority shall include, incorporate, or pass through to consumers or customers any charge, fee, assessment, or rental payment imposed by a municipality upon the authority or water board for the use, occupancy, or rental of municipal property, infrastructure, or rights-of-way.
