Provides for indexing of certain appropriations; provides that on and after January 1, 2027 and on each following January first, the commissioner shall index the level of such appropriations for subsequent state fiscal years based on the national highway construction cost index for the most recent twelve month period; provides that the commissioner shall increase appropriations by the rate of inflation for the most recent twelve month period that is available at the time the adjusted rate is calculated and announced using the national highway construction cost index, or a successor index as calculated by the United States federal highway administration, if such rate of inflation is greater than zero percent.
Freezes minimum wage automatic escalators and annual inflation adjustments beginning in 2027; repeals the provision of law providing that the minimum wage shall be determined by increasing the then current year's minimum wage rate by the rate of change in the average of the three most recent consecutive twelve-month periods between the first of August and the thirty-first of July, each over their preceding twelve-month periods published by the United States department of labor non-seasonally adjusted consumer price index for the northeast region urban wage earners and clerical workers (CPI-W) or any successor index as calculated by the United States department of labor.
Provides cost-of-living adjustments for certain public retirees, including an adjusted benefit in monthly installments that is equal to the percentage of the change in consumer price index according to the included schedule.

Enacts the "utility penalty adjustment"; adjusts utility penalties to account for inflation; increases such penalties and ties them to inflation after January 1, 2027.
Provides for the notification of individuals when their address confidentiality time period is expiring no later than six months prior to such expiration; provides that such notification shall include information on how to reapply.
Raises legislator compensation to $180,000 beginning January 1, 2028, each year thereafter such salary shall be increased equal to the percentage increase, if any, in the consumer price index for all urban consumers (CPI-U).
Requires that in cases concerning dwellings with two units or less, petitions that go to trial be resolved in six months or less upon issue being joined; provides that in cases concerning dwellings with three or four units, the court shall render a final judgment on a petition no later than twelve months from the date upon which the issue is enjoined.
Provides that beginning January 1, 2027, any order issued to set the rate of gas and electricity, not including surcharges or tariffs, shall be in effect for three years.
