Enacts the citizens utility board act; establishes the citizens utility board to represent and protect the interests of the residential utility consumers of this state.
Relates to providing translators at certain polling place locations if fifteen percent of the number of voting age citizens who speak the same language other than English at home reside in the district where such polling place is located.
Relates to increasing the number of units subject to an assessment cap; provides that the assessment roll of a special assessing unit wholly contained within a city shall identify those parcels classified in class two which have fewer than thirty-five residential units.
Relates to authorizing a reduction of taxes pursuant to shelter rent; provides that such taxes shall not be assessed on projects located in New York City.
Prohibits landlords or their agents from inquiring or requiring disclosure about citizenship or immigration status, requiring specific immigration documentation to be presented, disclosing immigration or citizenship status to third parties, or threatening to report a tenant's citizenship or immigration status in retaliation for asserting their rights.
