Entitles each member of the legislature to bring one statewide piece of legislation of the member's choosing to the floor for a vote without a home rule message and committee review during each two-year term.
Establishes term limits for the office of governor and for members of the legislature; changes the term for members of the legislature to a four year term.
Provides that no bill which increases, extends, imposes or revives any tax, fee, assessment, surcharge or any other such levy or collection, be passed or become a law, except by the assent of two-thirds of the members elected to each branch of the legislature voting separately; makes an exception for any bill which results from the passage of a home rule message.

Enacts the "voting integrity and verification act of New York (VIVA NY)"; provides that each voter is entitled to the use of an individual, voter verifiable paper ballot of the voter's vote and the opportunity to mark it.
Members of the legislative committees on education policy and education finance required to observe a teacher or administrator each year, house and senate required to adopt rules, and report required.
Prohibits the passage of bills by the legislature between the hours of midnight and eight o'clock a.m. unless 2/3 of the legislature is present; requires two-thirds approval for messages of necessity.
Provides that if legislative passage of the budget has not occurred prior to the first day of any fiscal year, the bi-weekly salary installment payments of the governor and members of the legislature to be paid on or after such day shall be withheld and forfeited in perpetuity until such legislative passage of the budget has occurred.
States findings of the Legislature and provides for the addition of Joint Rule 24 to establish limitations on the number of pieces of draft legislation and the number of routing slips that may be requested by each member of the Legislature.
