Modifies the definition of additional member contributions and basic member contributions for certain New York city employees' retirement system members who are subject to the twenty-five year retirement program for fire protection inspector members under Article 15 of the retirement and social security law, to allow such additional member contributions to be used to offset a deficit of basic member contributions, or to allow an excess of basic member contributions to offset a deficit of additional member contributions.
Provides that in years where a pay period occurs on January first of such year, the salaries of members of the legislature shall be payable in twenty-seven bi-weekly payments.
Provides that if legislative passage of the budget has not occurred prior to the first day of any fiscal year, the bi-weekly salary installment payments of the governor and members of the legislature to be paid on or after such day shall be withheld and forfeited in perpetuity until such legislative passage of the budget has occurred.
Provides for the refund of additional member contributions of persons who cease to be members of the age fifty-seven retirement program for certain New York city members because they have become members of the twenty-five year retirement program for EMTs.
Authorizes a certain property operating as a private membership establishment to sell alcohol for on-premises consumption to members and their guests; defines "private membership establishment"; provides that such provisions shall not be interpreted to authorize any form of discrimination.
Requiring each school district board of education to allocate membership association dues to individual board members and prohibiting the payment of such dues if a board member elects not to join such membership association.
Provides that no bill which increases, extends, imposes or revives any tax, fee, assessment, surcharge or any other such levy or collection, be passed or become a law, except by the assent of two-thirds of the members elected to each branch of the legislature voting separately; makes an exception for any bill which results from the passage of a home rule message.
Prohibits off-track betting corporation vehicles from being used as take-home vehicles by board members, officers, employees, contractors, subcontractors, consultants, or agents of such corporation or by certain family members of such individuals; provides an exception therefor.
Increases the amount of years of military service credit a member may purchase from three years to four years; provides that the provisions of such act shall not be subject to the requirement that the state shall make an equal payment to the retirement system.
