Relates to requiring telephone corporations, cable television companies, and internet service providers to automatically refund its customers when their service is not working; provides such credit shall be given even when the service is not working for less than a twenty-four hour period.
Requires cable television companies to provide cable television service and broadband Internet speed to all committed service areas before cable television companies allow paid prioritization of Internet network traffic.
Requires broadband service providers to adhere to repair timelines for service interruptions including commencing corrective actions within twenty-four hours of notice and updating affected customers at least once every twenty-four hours during such interruptions.
Enacts the "billing transparency act"; provides that every utility corporation, energy services corporation and municipality shall provide an itemized breakdown of customers' bills each month; provides that electric utility corporations, energy services companies and municipalities shall maintain a dedicated and easily accessible customer website that explains customer charges.
Relating to sales and use tax exemptions and refunds for certain tangible personal property used to provide cable television services, Internet access services, or telecommunications services.
Provides that no facility fee shall be charged for services when a hospital-based facility is a distant site for health care services delivered by telehealth unless the service is provided by a health care provider not authorized to bill a professional fee separately for the service.
Provides that municipal broadband service companies are authorized to provide broadband service to tenants in multi-family housing; provides that landlords shall not interfere with the installation of such service, demand or accept payment for allowing the service on the property, or discriminate in rental charges between tenants who receive broadband service and those that don't.
