Opioid prescriptions. Provides that if a prescriber issues a prescription for an opioid for administration through an intrathecal pump or epidural pain pump: (1) the prescription may not exceed a 180 day supply; and (2) the patient may not be required to have a face-to-face visit with the prescriber more than once every 180 days unless the prescriber determines an earlier follow up visit is medically necessary.

Provides that the obligation to discuss does not require either party to enter into a contract, agree to a proposal, or make a concession related to the discussable items. Makes it an unfair practice for a school employer to refuse to discuss the items with an exclusive representative. Removes language that excludes a discussion or meeting to discuss items between a school employer and an exclusive representative from the provision that establishes instances in which executive sessions may be held.

Education matters. Defines "chronically absent". Requires the department of education (department) to do the following: (1) Create a list of best practices to reduce student discipline and chronic absenteeism. (2) Study and prepare a report regarding the basis for the categorization of certain suspensions and expulsions. (3) Establish a categorization framework to distinguish between excused and unexcused absences based on the reason for the absence. (4) Collect certain information regarding absences from school corporations and charter schools. (5) Prepare and post a report regarding the information on the department's website. Provides that the absence policy adopted by the governing body of a school corporation must provide for the categorization of excused and unexcused absences in accordance with the categorization framework established by the department. Allows a prosecuting attorney to conduct a meeting, collaborate, and make reasonable efforts to secure appropriate support services for a child and the child's family before filing an affidavit with regard to a violation of compulsory school attendance requirements. Requires a public school to hold an attendance conference not later than 10 instructional days (instead of five instructional days) after the student's fifth absence. Prohibits a public school from expelling or suspending a student solely because the student is chronically absent or a habitual truant.

Conservancy district board elections. Provides that, after the appointment of the initial board, members of the board of directors of a conservancy district shall be chosen by vote of the freeholders of the conservancy district in the general election held on the first Tuesday after the first Monday in November of each even-numbered year. Establishes qualifications for candidates for conservancy district board positions and establishes a procedure by which an individual may become a candidate. Makes candidates for conservancy district board positions subject to certain requirements concerning campaign committees and contribution limits that apply to other candidates for elective office. Makes provisions for the voting for and election of conservancy district board members. Makes conforming changes.

Prohibition of certain abortion funding. Provides that except when the state or a political subdivision is allowed to use funds under its control for the performance of an abortion necessary to preserve the life of a pregnant woman, an Indiana governmental entity is prohibited from doing any of the following: (1) Making a payment from any fund for the performance of or costs associated with procuring an abortion. (2) Allowing the use of funds controlled by a hospital or ambulatory outpatient surgical center affiliated with the Indiana governmental entity for the performance of or costs associated with procuring an abortion. (3) Making a payment or grant from any fund under its control to an organization that performs abortions, makes referrals for individuals to obtain abortions, or uses public funds for the performance of or costs associated with procuring an abortion. Provides that the prohibition does not apply to a private entity's funds controlled by the private entity.

Taxation of grain processing equipment. Provides an assessed value deduction for eligible grain processing equipment equal to 100% of the assessed value for assessment dates beginning in 2026. However, limits the deduction to 10 consecutive years in the case of an owner of the equipment who is a grain buyer or warehouse subject to licensing by the Indiana grain buyers and warehouse licensing agency. Provides a sales tax exemption for equipment used in storing, drying, moving, removing, and handling agriculturally cultivated grain crops.

Student behavior. Establishes the behavioral health fund (fund) for the purpose of improving funding for individualized education programs that have a behavioral intervention plan component for certain schools. Provides that the department of education, in coordination with the behavioral health commission, shall administer the fund. Creates an application and review process for the disbursement of a grant from the fund. Defines certain terms. Provides a procedure for a principal to place an aggressive student, who has been removed from a class, into the aggressive student's original class, another appropriate class or placement, or in-school suspension.
