School board elections. Requires a petition of nomination for a school board office to state one of the following: (1) The candidate's political party affiliation. (2) If the candidate does not identify with a political party, that the candidate is an independent candidate. (3) That the candidate elects to be listed on the ballot as nonpartisan. Specifies that unless a candidate that states a political party affiliation is challenged, the candidate's statement must be indicated on the ballot.

State mammal. Designates the Indiana bat as the official state mammal of Indiana.

College savings tax credit. Beginning in taxable year 2026, increases the credit provided for a contribution to a college choice 529 education savings plan against a taxpayer's adjusted gross income from $1,500 to $2,500 (and from $750 to $1,250 in the case of a married individual filing a separate return), subject to other requirements.

Assessment of prime farmland. Provides a reduced property tax assessment classification for prime farmland.

Prohibited food ingredients. Prohibits the use of various food additives in Indiana.

IDACS. Clarifies that certain information shall be entered into the Indiana data and communication system (IDACS) within 24 hours of the information's receipt unless otherwise provided by law. Provides that the state police department, in consultation with the criminal justice institute, may take certain actions for noncompliance. Makes conforming amendments.

Behavior analysis. Reenacts, and extends the expiration date of, the term "practitioner". Establishes a temporary license for behavior analysts and assistant behavior analysts. Establishes a temporary certification for behavior technicians. Makes conforming changes.

Urging the Indiana Department of Transportation to rename that portion of State Road 75 between CR 700 S and CR 800 S in Carroll County the "Deputy Sheriff Noah C. Rainey Memorial Road". A CONCURRENT RESOLUTION urging the Indiana Department of Transportation to rename that portion of State Road 75 between CR 700 S and CR 800 S in Carroll County the "Deputy Sheriff Noah C. Rainey Memorial Road".

Prohibition on lien for medical debt. Provides that: (1) any amount of health care debt owed or alleged to be owed by a consumer; or (2) in an action against a consumer in which a judgment has been entered, any amount of the judgment that represents health care debt determined to be owed by the consumer; does not constitute a lien against the consumer's principal residence. Provides that in any action filed, in a court of competent jurisdiction in Indiana, for the recovery of health care debt owed or alleged to be owed by a consumer, the principal residence of the consumer is not liable to judgment or attachment or to be sold on execution against the consumer.

Crown Point food and beverage tax. Authorizes the city of Crown Point to impose a food and beverage tax.

Military and veteran matters. Expands the eligibility requirements for admission to the Indiana Veterans' Home. Provides that the department of natural resources shall provide staff support for the Indiana semiquincentennial commission (commission). (Current law provides that the Indiana department of veterans' affairs provides staff support for the commission.) Adds a definition of an "eligible person" for purposes of administering grants for veteran services (GVS). Provides that a qualified entity may receive a GVS to provide certain services to support an eligible person. Makes changes to the qualifications to receive a veteran's burial allowance. Establishes the Medal of Honor license plate. Restores a provision of current law concerning certain disability ratings, as determined by the United States Department of Veterans Affairs, and educational cost exemptions. Provides that the disability ratings and educational cost exemptions apply to an individual whose parent enlisted in the armed forces after June 30, 2014 (instead of June 30, 2011). Updates references throughout the Indiana Code relating to the armed forces of the United States or uniformed services to include the United States Space Force. Changes references relating to military discharges. Makes technical changes to various references relating to the components of the armed forces of the United States. Makes technical corrections.

A CONCURRENT RESOLUTION urging the Indiana Department of Transportation to rename that portion of State Road 5 from State Road 218 to State Road 22 the "Ralph Duckwall Memorial Highway".

Hunting licenses for disabled veterans. Creates a new disabled veteran hunting license bundle that includes a discounted yearly deer hunting license and turkey hunting license.

Epilepsy foundation trust license plate. Establishes the epilepsy foundation trust license plate as a special group recognition license plate. Establishes the epilepsy foundation trust fund.

Medicare supplement insurance. Prohibits an issuer of a Medicare supplement policy or certificate from denying, conditioning the issuance or effectiveness of, or discriminating in the pricing of a Medicare supplement policy or certificate because of the health status, claims experience, receipt of health care, or medical condition of an applicant who meets certain conditions.
