Taxation of military income. Exempts military pay for members of the United States Space Force, the United States Public Health Service Commissioned Corps, and the National Oceanic and Atmospheric Administration Commissioned Officer Corps from the individual income tax. Exempts military pay earned by members of an active component of the United States Space Force, the United States Public Health Service Commissioned Corps, and the National Oceanic and Atmospheric Administration Commissioned Officer Corps from the individual income tax. Adds members of the United States Space Force, the United States Public Health Service Commissioned Corps, and the National Oceanic and Atmospheric Administration Commissioned Officer Corps for purposes of eligibility for the income tax deduction for income from military retirement or survivor's benefits.

Employment social enterprises. Defines "employment social enterprise" as a nonprofit or for-profit organization that meets certain criteria. Amends the definition of "workforce related program" to include a work based learning program or transitional jobs program that: (1) is through an employment social enterprise; and (2) meets certain other criteria.

Statewide stroke plan. Requires the Indiana department of health (state department) to include Indiana hospitals certified as a thrombectomy-capable stroke center in certain lists maintained by the state department concerning certified stroke centers. Amends the list of entities that certify stroke centers. Requires a hospital certified as a thrombectomy-capable stroke center to provide certain information to the state department. Prohibits a health care facility from advertising that the facility is a thrombectomy-capable stroke center unless the facility is certified by a specified entity. Requires the state department to establish and implement a statewide stroke plan. Sets forth requirements of the plan and requirements for certain health care providers to report stroke data. Requires the state department to establish a data base for the reported data and sets forth additional requirements. Requires the state department to annually report certain stroke data to the governor and the executive director of the legislative services agency.

Utility votes at RTO meetings. Beginning in 2026, requires certain public utilities that provide electric utility service to file with the Indiana utility regulatory commission (IURC) an annual report that: (1) lists, or otherwise provides access to information on, each recorded vote cast by: (A) the public utility; and (B) any affiliate of the public utility; at a meeting of the regional transmission organization (RTO) that includes the public utility's assigned service area, regardless of whether the vote is disclosed by the RTO; and (2) includes a brief description explaining how each vote identified is in the public interest. Provides that for purposes of this requirement, a meeting includes a meeting of any: (1) committee; (2) user group; (3) task force; or (4) other similar body; of the RTO. Beginning in 2027, requires the IURC to include in its annual report a summary of the information contained in the reports provided by public utilities under these provisions with respect to the preceding calendar year. Requires the IURC to adopt rules to implement these provisions.

Education matters. Prohibits a school corporation from doing the following: (1) Removing a student's property without providing the student's parent with the opportunity to collect the student's property if the student has died, transferred, dropped out, or otherwise withdrawn from enrollment in the school corporation for any reason. (2) Adopting a policy or otherwise preventing a parent of a student from recording a meeting concerning the student's individualized education program. Requires each school corporation to ensure at least one employee in each school building that is used for classroom instruction: (1) has obtained nonviolent crisis intervention training; and (2) is present in the school building during the school year while school is in session. Establishes requirements regarding the employee. Requires the department of education to review nonviolent crisis intervention training programs and make recommendations to school corporations regarding the training of employees.

Restriction on single use food service items. Prohibits restaurants and third party food delivery services from providing customers with plastic single use food service items. Provides that a restaurant or third party food delivery service shall only provide a nonplastic single use food service item, plastic straw, or condiment packet to a customer who explicitly requests one or more of the items. Establishes the citizens education and complaint fund to further the purposes of the bill. Makes an appropriation.

Public notices. Requires the Indiana office of technology (office) to establish a state public notice website not later than July 1, 2026. Prohibits the office from charging a fee for publishing or viewing notices. Allows a person to satisfy any notice statute by publishing notice in any of the following forms of media: (1) Newspaper, including print edition or electronic edition. (2) Locality newspaper, including print edition or electronic edition. (3) The state public notice website. (4) Political subdivision website. Requires the Indiana archives and records administration (administration) to establish standards and guidelines and enter into memoranda of understanding with agencies for the transfer and preservation of public notices from the state public notice website to the administration to preserve public notices for historical purposes. Phases out the publication of notices on the political subdivision website. Phases in the publication of notices on the state public notice website.

Sexual predator employment. Prohibits a sexually violent predator or an offender against children from working in any setting where the offender: (1) has more than incidental and occasional contact with a child who is not accompanied by the child's parent, guardian, or custodian; (2) has supervisory or disciplinary power over a child; or (3) is expected to touch a child on a more than incidental and occasional basis.

Marijuana advertising. Provides that a person may not advertise a product containing marijuana or a marijuana business by any medium within the borders of Indiana. Provides that the attorney general may seek civil penalties, an injunction, and other costs for violations. Provides that civil penalties shall be deposited in the state general fund. Provides that the chapter added by this act expires on July 1 following the date that the federal government removes marijuana as a schedule I controlled substance.
