Amends the Architectural, Engineering, and Land Surveying Qualifications Based Selection Act. Provides that certain provisions concerning public notice, evaluations, and selection procedures do not apply to architectural, engineering, and land surveying contracts with an estimated basic professional services fee of less than the maximum estimated basic professional services fee. Provides that, for contracts entered into on or after the effective date of the amendatory Act and before January 1, 2027, the maximum estimated basic professional services fee is $40,000. Provides that, for calendar years beginning on or after January 1, 2027, the maximum estimated basic professional services fee shall be increased each year by a percentage equal to the annual unadjusted percentage increase, if any, in the Consumer Price Index-u during the 12-month period ending in September of the immediately preceding calendar year and rounded to the nearest $10.

Amends the Code of Criminal Procedure of 1963. Provides that any person may file a petition to vacate a conviction or sentence, regardless of criminal custody status or citizenship or immigration status, as defined in the Illinois TRUST Act, if the person asserts that: (1) the conviction or sentence is legally invalid due to prejudicial error damaging the petitioner's ability to meaningfully understand, defend against, or knowingly accept the actual or potential adverse immigration consequences of a conviction or sentence; or (2) newly discovered evidence of actual innocence exists that requires vacation of the conviction or sentence as a matter of law or in the interests of justice. Provides that such a petition shall be deemed timely filed at any time notwithstanding any other provision of law. Provides that the time limitations for petitions filed in the trial court under the Post-Conviction Hearing Article of the Code do not apply to a petition filed under this provision. Amends the Code of Civil Procedure. Provides that a provision granting relief from a final order or judgment entered based on a plea of guilty or nolo contendere and that has potential consequences under federal immigration law applies to orders or judgments entered before, on, or after the effective date of the amendatory Act.

Amends the Toll Highway Act. Provides that the Illinois State Toll Highway Authority shall not charge a toll for a vehicle of the first division pulling a trailer with no more than 2 axles at a rate higher than an amount calculated by multiplying the toll charged to passenger vehicles using an I-PASS device by the total number of axles on the trailer. Provides that the toll rate applies to both a driver who uses an I-PASS device and a driver who uses cash to pay tolls. Effective immediately.

Amends the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. Reduces the number of members on the Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Board from 13 to 11, removing one licensed locksmith and one licensed private detective or licensed private security contractor who provides canine odor detection services. Provides that each licensed member of the Board shall have at least 3 years' of experience (instead of 5 years) as a licensee in the professional area in which the person is licensed and to be in good standing and actively engaged in that profession.

Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Provides that the Department of Revenue shall administer a program to provide assistance to qualified mobile home owners who have experienced rent increases associated with lots in mobile home parks. Provides that a qualified mobile home owner is an individual who (i) is 65 years of age or older during the calendar year for which the subsidy is awarded, (ii) has an ownership interest in a mobile home that is located in a mobile home park or a manufactured home that is located in a mobile home park, (iii) uses the mobile home or manufactured home as the individual's principal dwelling place during specified periods of time, and (iv) has a household income that does not exceed certain limitations. Effective immediately.

Provides that a person eligible to receive certain military special plates is entitled to receive, upon application to the Secretary of State, a second set of the special plates under the same terms and conditions as the first set of special plates. Amends the Criminal Code of 2012. Deletes the amendatory changes to the hate crime statute. Restores the crime of harassment through electronic communications. In the crime of harassment by telephone, provides that a person commits the crime when he or she uses telephone communication for: (1) making any comment, request, suggestion, or proposal which is known or intended to cause another person significant emotional distress and would cause a reasonable person to experience significant emotional distress; or (2) making a telephone call, whether or not conversation ensues, with intent to threaten injury to, or the property of, any person at the called number or to any of his or her family or household members. In the harassment through electronic communications statute, provides that a person commits the crime when he or she uses electronic communication for: (1) making any comment, request, suggestion, or proposal which is known or intended to cause another person significant emotional distress and would cause a reasonable person to experience significant emotional distress; and (2) making repeated electronic communications, during which conversation or text or email messages ensue, solely to harass the person to whom the electronic communication is directed.

Creates the Capital City Downtown Medical District Act. Provides that the Capital City Downtown Medical District is created in the City of Springfield to help build and sustain a vibrant and thriving downtown zone in the State's capital city by encouraging economic development, by increasing the number of people who reside, who are employed, who visit, and who study within the District, and by increasing the economic activity in the heart of downtown Springfield through commercial development, including mixed-use housing development, workforce housing, student housing, and middle-income housing within walking distance of government, healthcare, commercial, and educational facilities in and near the District. Provides that the Capital City Downtown Medical District Commission is created. Allows for rulemaking necessary to enforce the provisions of the Act by the Capital City Downtown Medical District Commission. Makes other conforming changes. Repeals the Mid-Illinois Medical District Act. Amends the State Finance Act and the Eminent Domain Act. Removes provisions concerning the Mid-Illinois Medical District Act.

Amends the Illinois Insurance Code. Provides that a group or individual plan of accident and health insurance or managed care plan amended, delivered, issued, or renewed on or after January 1, 2027 shall provide coverage for medically prescribed seizure detection devices. Requires all covered seizure detection devices to be approved for use by individuals, and for the choice of device to be made based upon the individual's circumstances and medical needs in consultation with the individual's medical provider. Sets forth provisions prohibiting prior authorization and cost-sharing, as specified. Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, the Limited Health Service Organization Act, the Voluntary Health Services Plans Act, and the Illinois Public Aid Code to require coverage under the provisions of those Acts. Effective immediately.

Amends the Substance Use Disorder Act. Requires the Department of Human Services to collaborate with the State Board of Education to the extent the Board develops instructional resources for substance use or gambling disorder prevention and awareness that may be used by school districts. Permits the Department to provide funding programs for parents on healthy gaming and play habits; appropriate financial planning and investment strategies; how to talk about gambling and related activities; and how to talk about substance use or gambling. In provisions requiring the Department to establish a public education, research, and training program regarding gambling disorders, expands the scope of the program by requiring that the program utilize screening, crisis intervention, treatment, public awareness, prevention, in-service training, and other innovative means, to decrease the incidents of suicide attempts related to a gambling disorder or gambling issues. Permits the Department to establish a program to provide for the production and publication, in electronic and other formats, of gambling prevention, recognition, treatment, and recovery literature and other public education methods. Permits the Department to support gambling disorder prevention, recognition, treatment, and recovery projects by facilitating the acquisition of gambling prevention curriculums, providing trainings in gambling disorder prevention best practices, connecting programs to health care resources, establishing learning collaboratives between localities and programs, and assisting programs in navigating any regulatory requirements for establishing or expanding such programs. Permits the Department to award grants to create or support local gambling prevention, recognition, and response projects. Makes other changes. Effective immediately.

Amends the Criminal Code of 2012. Creates the offense of criminal firearm negligence. Provides that a person commits the offense when: (1) the person owns, possesses, or controls a firearm; (2) the person knows or reasonably should know that a prohibited person resides in or regularly accesses the premises; (3) the person fails to securely store the firearm as required by law; and (4) the prohibited person gains access to the firearm. Establishes penalties for violation. Provides that the provision does not apply to (1) firearms secured in compliance with applicable safe storage laws; or (2) circumstances in which the firearm was accessed through unlawful entry or theft. Provides that the provision shall be construed in conjunction with existing civil penalties under the handgun safety devices statute and does not preclude the imposition of civil fines if applicable. Defines "prohibited person".
